The Vice President (VP) for Administration and Finance and Chief Financial Officer (CFO) is a cabinet level strategic executive leader that reports directly to the President of the University. The VP and CFO provides executive leadership and vision to the Cabinet regarding operational functions of the university. As CFO, the position also provides overall management for financial strategic planning and direct supervision of the financial and administrative/business functions which include Finance and Business Services, University Personnel, Facilities Development & Operations, Internal Control, University Police, the Office of Sustainability, and Clery and DFSCA Compliance. The CFO participates in all aspects of institutional leadership and planning in support of the mission and goals of the university and has financial oversight responsibility for all auxiliary organizations and direct management oversight for Spartan Shops, Inc.

 

Key Responsibilities

  • Oversees CSU financial policies, programs and strategies and advises University Cabinet leadership regarding financial planning, budget and facilities capital programs.
  • Provides executive level leadership and vision to a diverse set of business and finance units, with direct management for:
    • Finance and Business Services, which includes Accounting Services, Budget and Financial Management, Bursar’s Office, Business Services, Distribution and Asset Services, Finance Support, Risk Management, Strategic Sourcing – Contracts and Procurement Services and Strategic Sourcing – Payment Services
    • Facilities Development and Operations, which include Energy, Utilities and Sustainability, Environmental Health and Safety, Financial and Administrative Services, Maintenance and Operations, Design and Construction, and Physical/Capital Planning and Real Estate
    • University Personnel, covering broad aspects of human resource management for faculty and staff, including recruitment, onboarding, payroll and benefits, leave administration and discipline
    • Internal Control, which includes university financial and management of audits and investigations
    • Office of Sustainability, which incorporates sustainability into university goals and initiatives
    • Spartan Shops, Inc., which includes the university bookstore, dining services, and property management
    • University Police Department, which includes the Administration Bureau (which includes Parking Services) and the Operations Bureau. Develops and recommends financial policies, programs and strategies to university executives
    • Clery and DFSCA Compliance, which oversees campus safety and compliance and reporting functions for the university
  • Serves as the Chief Financial Officer for auxiliaries as the President’s designee per Chancellor’s Executive Order
  • Represents the University’s interests with a variety of units within the Chancellor’s Office
  • Serves as a member of the CSU’s Chief Administrators & Business Officers organization
  • Serves as the University’s representative on fiscal matters with the Executive Vice Chancellor for Fiscal Affairs of the CSU system
  • Serves as a member of the President’s Cabinet, Academic Senate Executive committee, Academic Senate and a variety of other campus committees as a key participant in developing university policy and strategic plans
  • Serves as the University’s executive for the Emergency Operations Center
  • Serves on community boards as the university’s business/financial representative as delegated by the president
  • Maintains effective public relations with local, system, and state constituencies
  • Represents the University’s interests with a variety of units within the Chancellor’s Office
  • Serves as a member of the CSU’s Chief Administrators & Business Officers organization
  • Serves as the University’s representative on fiscal matters with the Executive Vice Chancellor for Fiscal Affairs of the CSU system

 

Knowledge, Skills & Abilities

  • A leadership philosophy that takes into consideration the sensitivity and complexity of the campus community, as well as the relationship with the City of San Jose
  • Excellent strategic financial acumen with solid skills in operations and fiscal management
  • Strong comprehension of the physical assets and capital projects on campus, and their relationship to the academic mission and the campus master plan
