Your Specific Responsibilities:
This is a responsible professional nursing position within the Bureau of Tobacco Free Florida, Florida Breast and Cervical Cancer Early Detection Program (FBCCEDP) section, reporting to the Cancer Program Administrator. Serve as clinical expertise and support for the FBCCEDP, which includes reviewing and providing approval to program related clinical cases in accordance with national and federal program guidance for FBCCEDP Central Office and regional staff. Duties include, but are not limited to, the following.
Reviews supporting documentation submitted with requests (MRI, Biopsy, etc.) for approvals and refers Medicaid applications of women diagnosed with breast or cervical cancer or qualifying conditions through the FBCCEDP to the Department of Children’s and Families (DCF) for eligibility determination for treatment on Medicaid through the Agency for Healthcare Administration (AHCA). Works with FBCCEDP staff, DCF and AHCA to facilitate review of specific program related Medicaid problems. Promotes adherence to standards and protocols among all participating sites through regular communication with local program personnel and review of medical records, program data reports, data collection forms or other program related documents. Maintains current expertise regarding policy, practice, and standards, which affect the Department of Health’s County Health Departments and other implementation clinics, offices and delivery systems. Intervenes as needed with education or direction for follow-up of clinical findings. Maintain and track clinical decisions and data. Participate in meetings and clinical discussion related calls with Central Office and regional staff as needed.
Provides technical assistance to participating local Breast and Cervical Cancer Early Detection Programs (BCCEDP) and partners, including care coordination, system change activities, data collection, site visits, navigation, program planning and monitoring for compliance with program guidelines and requirements as needed. Responsible for assisting the Cancer Program Administrator and the other program staff both in central office and at the County Health Departments with administrative, technical, and consultative work. Travel may be required to local programs or to attend national conferences.
Maintains Contract Manager certification and oversees assigned contracts. Assist with writing the CDC grant application and reports as needed. Assists with evaluation activities related to the FBCCEDP, which includes formative and summative evaluations of each program component, analysis of quantitative data in order to evaluate effectiveness of program and making recommendations for program refinement. Assists the program Data Manager with review of data collection forms related to abnormal findings and case management activities. Intervenes as needed with education or direction for follow-up of clinical findings. Ensures confidentiality of patient information.
Plans, develops health care provider education as necessary. Shares information with the coordinators and providers about current medical issues related to the program. Plans Quality Assurance/ Improvement activities as necessary. Works with regional coordinators and other program partners on FBCCEDP and health systems.
Performs other related duties as assigned or required by program activities.
Required Knowledge, Skills, and Abilities:
Knowledge of the most up to date protocols associated with breast and cervical health; ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management program practices; organize information into logical formats for presentation in reports, documents and other written materials; conduct fact-finding research; ability to utilize problem-solving technique
