Objectives of DepartmentThe Health Emergencies Department (PHE) of the Pan American Health Organization/World Health Organization (PAHO/WHO) aims to increase health sector resilience to emergencies and disasters. PHE assists Member States to strengthen the health sector’s capacities in prevention, risk reduction, preparedness, surveillance, response, and early recovery for emergencies and disasters related to any hazards (natural, man-made, biological, chemical, radiological and others) and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain disasters, including outbreaks, and to provide effective relief and recovery to affected populations. PHE is responsible for ensuring the implementation and updating of the PAHO/WHO Institutional Emergency and Disaster Response Policy.
DESCRIPTION OF DUTIES:
Objective of Consultancy:
The objective of this consultancy is to support the implementation of the Smart Hospitals Initiative in the Caribbean, specifically assisting the implementation of the Building Smart (Safer, Greener and Sustainable) Health Care Facilities in the Caribbean and Beyond project.
Scope of Work
The consultant will be required to:
a. Draft project operational plan, including logical framework (logframe) and results milestones, which will implement and monitor project progress.
b. Coordinate revision of Smart Hospital Toolkit:
Engage with key stakeholders, including representatives from health, architecture and/or engineering associations, disaster coordination and management, and any others related agencies or institutions, to gather insights on revision of Smart Hospitals Toolkit.
Organize and facilitate meetings or workshops to discuss toolkit revision and gather feedback.
Compile specific input from key experts and stakeholders, particularly the technical areas to be incorporated as Annexes to the Toolkit, e.g. guidance on new hospitals, check consultants, base isolation, preventive maintenance, health facility ventilation among others.
Review the Virtual Course on the Evaluation of Health Facilities using the Hospital Safety Index Second Version (HSIv2) and provide fee back on areas to be revised.
c. Develop training plan to build capacity of national counterparts, ensuring diverse participant groups, outlining the content and methodology of the training sessions.
d. Organize training activities in collaboration with the facilitators, including training package (agenda, powerpoint presentations and other training materials) to be shared with participants.
e. Assist in other activities, trainings, workshops and meetings related to the Smart Hospitals Initiative.
Deliverables and Payments
The Consultancy costs a total of USD18,000 with the expected deliverables below. The delivery and payment dates of these deliverables are subject to modifications according to the need and the validity of the contract. Payments are subject to the approval of deliverables by the PAHO Project Officer.
