As part of Rising Ground's Immigration Services, the From Hope-to-Hope program focuses on supporting Unaccompanied Children (UC) and their sponsors through a national initiative in collaboration with the Office of Refugee Resettlement (ORR). This program provides two critical services designed to ensure the safety, stability, and long-term success of these children and their families. The first component, Home Study (HS), involves evaluating the safety and suitability of potential sponsors before a minor is discharged from ORR care. HS workers conduct detailed assessments, including interviews with both the sponsor and the child, home inspections, and evaluations of the sponsor’s ability to provide a safe, stable environment. These findings are compiled into a comprehensive report submitted to ORR, which informs decisions about the minor’s placement. The second component, Post-Release Services (PRS), offers continued support to UCs and their sponsors after reunification. PRS caseworkers help families connect with essential resources, such as legal representation, healthcare, mental health services, educational opportunities, and community programs. They also monitor the well-being of the child, ensuring their safety and that sponsors meet their responsibilities.

Responsibilities

 

The PRS Level 3 Supervisor oversees the delivery of Post-Release Services to UCs and their sponsors nationwide. The primary responsibility of the Supervisor is to ensure compliance with ORR mandates, review and oversee case documentation and reports prepared by caseworkers and provide guidance to staff as needed. This role will be directly responsible for the clinical oversight of cases, ensuring high-quality and timely completion of all services to UCs. The Supervisor will also lead and mentor a team of PRS Level 3 Case Workers, connecting them with community resources and supporting them through their caseloads. This position is ideal for a clinical professional with supervisory experience, strong organizational and communication skills, and a passion for supporting immigrant families while upholding compliance and program standards.

 

What You’ll Do:

• Directly supervise a team of PRS Case Workers through individual and group supervision.
• Ensure caseworkers are in compliance with all mandates required by ORR.
• Provide oversight on reports submitted by caseworkers, ensuring accuracy, compliance, and quality standards.
• Advise on Level 3 PRS services and assist in creating behavioral and crisis management plans for UC and staff.
• Provide clinical supervision and connect staff to evidence-based training and clinical interventions.
• Facilitate team meetings to discuss best practices, successes, and barriers to success.
• Oversee all case management requirements for children on the caseload and cover when a PRS Case Worker is unavailable. These include but are not limited to:
• Ensuring caseworkers develop and maintain contact with UC and their families/sponsors as required by ORR.
• Ensuring all approved PRS services are initiated in a timely manner for all UC in each PRS caseworker’s caseload according to Levels 3 services.
• Supervising the documentation of UC contacts and other case-required paperwork in an accurate and timely manner in accordance with regulations.
• Assist caseworkers in connecting UC to medical, educational, legal, and other needed services upon release from the care provider’s care.
• Work collaboratively with other program leads, staff, and stakeholders to ensure efficient service delivery.
• Participate and attend all required program-related meetings and conferences.
• Work effectively with other professionals in the field.
• Maintain knowledge of issues affecting UC and stay up to date on ORR policies.
