Manager, Health Data Analytics

POSITION SUMMARY:

Milliman is seeking a Manager, Health Data Analytics to join our Health Research Team (HRT). This position plays a critical role in advancing the financial operations and business data analytics of the HRT.  The successful candidate will partner with other HRT professionals to build and maintain reporting tools (such as dashboards) to track data, using this data to define KPIs, generate reports, and build predictive models, as well as enhancing our financial operations and reporting.  In addition, this role will support the Health Discipline in the utilization of Milliman’s data assets and help to define future data enhancements and capabilities.

 This position reports to the Senior Director, Health Research Team.

RESPONSIBILITIES:

Business/Technical Liaison (bridge between technical and non-technical stakeholders)

• Work closely with cross-functional teams, including data scientists, analysts, and business stakeholders to understand their requirements and partner with the developers to implement and test enhancements.
• Develop BI reporting to support the Health Discipline understanding and knowledge of our data assets.
• Collaborate with health consultants to identify data enhancements and partner with the developers to implement and test enhancements.

Process Enhancement

• Partner with the HRT, Health Research Board, and Global Corporate Services (GCS) Finance teams to enhance our processes, analytics, and automation.
• Continuous improvement/innovation: Develop and implement new methods for increasing the visibility of the team’s health care data assets, modernizing QA and UAT processes, and streamlining process flows considering new data and technologies.

Quality Assurance and Data Compliance / Governance

• Support the ETL developer team with QAT and UAT.
• Assist with the data requirements and analytics for development of Milliman health products.
• Promote compliance with data governance and security requirements.
• Work collaboratively with stakeholders across the firm, to understand desired use of the organization’s healthcare data assets and ensure use cases are permissible under contractual requirements.

Team Management

• Lead the HRT business data analytics team.

SKILLS & QUALIFICATIONS REQUIRED:

• Bachler's or master’s degree in mathematics, actuarial science, finance, business, or similar quantitative field.
• The ideal candidate must have minimum 5 years' experience analyzing and managing large databases of health claim and enrollment data (e.g., administrative / closed claim data)
• The ideal candidate must have minimum two years' experience working with Senior leadership in identifying data analytics needed to support the business strategy.
• The ideal candidate must have minimum two years' experience working with Data Engineers to translate business needs to data requirements.
• The ideal candidate must have minimum one year' experience managing a team of data analytics professionals.
• Must be proficient at Excel, including complex formulas and VBA automation.
• Must have strong programming skills such as Python, R, Spark or Scala.  Currently, Python, SQL and SAS are the most common languages used by the Health Research Team.
• Must have solid understanding of ETL pipelines and data warehousing principles.
• Must have excellent problem-solving ability.
• Must have attention to detail, with a commitment to data accuracy and integrity.
• Must have strong business acumen and communication skills, including relating to both technical and nontechnical audiences.
• Must be comfortable working in a fast-paced environment with multiple projects / stakeholders which includes same-day turnaround for many complex and nuanced requests.
• Must possess strategic and critical thinking skills, especially when dealing with executive-level stakeholders.

LOCATION:

Candidate hired into this role will be required to work in-person in the Milliman office in Chicago, IL; this is a hybrid role where the person is expected to work out of Chicago office atleast twice a week.
