JOB SUMMARY

 

The Capital Project Manager Plans, directs and coordinates all aspects of the capital multi-million dollar, large scale, high profile and complex projects that may last 4-5 years in duration in addition to multiple small projects, all together equaling several million dollars. Responsible for the day-to-day management of all phases of capital projects from development of concept, through project initiation, completion of construction, occupancy and completion of the warranty period. Point of contact for stakeholders on campus and representative for the university when working with designers, consultants, vendors, contractors, and local and state officials. Work is performed under general supervision of the Director, Planning & Design Services and performance is based upon completion of assignments and results obtained.  The performance evaluation is conducted through the performance evaluation system and in accordance with the University Policies & Procedures.

 

 

ORGANIZATIONAL RELATIONSHIPS

 

Reports to:   Director, Planning & Design Services 

 

Supervises:  No supervisory responsibilities

 

 

ESSENTIAL DUTIES - May include, but not limited to the following:

 

  1. Ensures the performance of contractors and consultants, negotiate change orders, monitor project schedules, manage construction administration and project close-out process. 
  2. Ensures goals and objectives of the projects are accomplished within prescribed time frames and funding parameters.
  3. Demonstrates strong leadership in managing all consultants, contractors, and project teams internal and external.
  4. Provides overall project management to include collaborating with internal and external constituencies to ensure successful planning and programming of spaces, scopes of work, and development of schedules and construction of new facilities. 
  5. Provides successful budget control; timely execution of change orders and schedule; management of contract and contractors; records management pertaining to the construction project; and quality control in compliance with industry and institutional standards.
  6. Duties and responsibilities will cover Denton, Dallas and Houston as required. 
  7. This position will help lead in the development of university & department wide policies and procedures for major projects through a complex decision process involving research, coordination & cooperation with other university departments.
  8. Serves as technical advisor for constructability and architectural design for the department, address and manage critical issues impacting project quality and safety, and serve as the liaison with architects, contractors, consultants, etc., providing direction regarding project objectives, schedules, and budget. 
  9. Works to integrate and manage OM and Life Cycle tracking of building systems. 
  10. Tracks milestones and timelines on projects by employing effective metrics to assess progress against stated goals; analyzing and resolving issues that impact project schedules and budget projections, and recommending solutions and interventions.
  11. Makes regular inspections of construction projects and attending regular and special project meetings to assess progress against project goals and schedules, and ensuring work is completed to contract specifications.
  12. Coordinates contractor activities with campus constituencies to minimize disruption to academic and other College programs and activities.
  13. Prepares and reviews estimates and schedules at all project stages, preparing trend reports of impacts of design developments and new requirements on project costs and schedules, and leading value engineering efforts to correct/address adverse trends.
  14. Manages production of preliminary layouts of spaces for proposed renovation, furniture, and equipment.
  15. Develops project scopes of work, cost estimates, and schedules while managing customer expectations and relationships.
  16. Interprets and applies appropriate regulatory requirements, safety guidelines, life safety codes and local standards to supervise project safety performance.
  17. Assists in the coordination, oversight, solicitation, and procurement of professional consultant services and contracts for architects and engineers, including the preparation of request for proposals, invitation for bids, and related formal solicitation documents.
  18. Assists with the preparation of complex statements of work; plans and specifications, and solicitation documents and review of the same.
