Job Description

Basic Purpose:

Positions in this job are assigned responsibility for management and administration of the accounts payable process, travel reimbursement process, purchase card program and fuel card program for the agency.

Typical Functions:

  • Direct the accounts payable process. Ensure financial obligations are processed within guidelines established by state statute, administrative rule, operating procedures and agency policy.

  • Manage the agency purchase card program. Develop and maintain processes to ensure program operates within statute, state rules, and agency procedures.

  • Manage and maintain the fuel card process for the agency. Develop and maintain processes to ensure fuel cards are used appropriately. Maintain security protocols for both cards and users.

  • Direct the employee travel reimbursement process. Ensuring requests for reimbursement meet requirements set forth by state statute, administrative rule, operating procedures and agency policy.

  • Prepares reports and projections based on financial data. Review, analyze, and present payment data.

  • Maintain assigned agency policies and procedures. Author changes as necessary and maintain a balance with statute and rule changes.

  • Communicate financial processes at all levels of the agency.

Knowledge, Skills, and Abilities:

Knowledge of the principles and practices of business and public administration; of accounting practices and procedures; of fiscal reporting methods and requirements; of the principles and practices of supervision; of state statute and administrative rules related to public finance and procurement. Knowledge of, and skill in, the use of appropriate information technology. Ability to plan, direct, and coordinate the activities of others; to communicate effectively both orally and in writing; to establish and maintain effective working relationships; to organize and manage several projects simultaneously.

Education and Experience

Minimum Qualifications: Bachelor’s degree and three (3) years of
professional experience in accounting or related financial management,
general business management or administration, or closely related experience.
