Major Duties and Responsibilities

The Accounting Specialist will be responsible for performing a range of accounting functions to include, but not limited to:

• Accounts Payable, ensure all payments are in compliance with the Commonwealth Policies and Procedures (CAPP) manual, enter payments into the Cardinal Financial System (Cardinal).
• Pay all relevant invoices with agency purchase card. Maintain an up-to-date purchase card log, ensuring compliance with CAPP manual, include adequate supporting documentation.
• Accounts Receivable, prepare and record deposits into Cardinal, ensure deposits are in compliance with the CAPP manual.
• Prepare and enter into Cardinal the correcting journal entries for month end close.
• Verify accuracy for coding, supporting documentation, and proper authorizations.
• Maintain transactions logs for month end reconciliation.
• Manage records and files in accordance with the Library of Virginia Records Management Policy.
• Lead or participate in special projects or research.
• Perform other duties as assigned.

Minimum Qualifications

  • Ability to communicate effectively, both verbally and in writing.
  • Excellent organizational skills and attention to detail.
  • Experience working in Cardinal Financials.
  • Demonstrated ability to process the following transactions: accounts payable, accounts receivable.
  • Knowledge of the Commonwealth Policies and Procedures Manual and the Prompt Pay Act.
  • Proficient with Microsoft Office Suite or related software.
  • Strong analytical and problem-solving skills.
  • Ability to prioritize and coordinate tasks in order to meet deadlines.
  • Ability to act with integrity and professionalism.

Additional Considerations

  • Experience reviewing employee reimbursements for CAPP Compliance.
  • Experience entering employee reimbursements into Cardinal Financials.
  • Knowledge of eVA, Virginia’s Marketplace.
