Leidos is seeking to fill a Program Manager position to manage a Cybersecurity contract providing personnel to perform 24/7 enterprise-level, comprehensive, and flexible Cybersecurity services support. Our mission is to deliver exceptional service, value, and expertise with efficient, high performing, and innovative teams. We achieve this as a prime and as a subcontractor. In this role you will have fiduciary and performance responsibilities to address the financial, programmatic, and workforce related responsibilities encountered. Personnel will be deployed into an environment which includes our Prime’s personnel and other subcontractor’s. This position is key and requires the ability to effectively nurture and grow relationships with government and strategic partners. The successful candidate will be an experienced Program Manager that favors action and enjoys developing and leading a diverse talent pool. You are expected to work collaboratively with our management, quality, and talent acquisition teams to deliver the commitments of the negotiated agreements and contract requirements.
The ideal Program Manager will be the interface for the government and provide overall leadership and guidance for all program personnel and is responsible for the delivery of complex information systems or computer network support services and shall have demonstrated capabilities to stabilize and modernize IT infrastructure and operations support operations. The program manager will have authority to commit resources and make decisions for the organization in response to Government concerns.
The position location is onsite in Fairmont, WV with possibilities of being in Boulder, CO.
Primary Responsibilities:
- Serve as the main point of contact and provide program execution oversight for all IT operational and security-related matters on program.
- Provide oversight on financial performance, risk management, subcontracts, change management, and contract management.
- Provide operational oversight, coaching, mentoring, and development for staff and succession planning for the program.
- Provide support staff for base work as well as optional and surge support.
- Developing and maintaining project plans to track each of the major initiatives with for the Program.
- Estimating the resources and time required to complete the work.
- Obtaining approval from the Contracting Officer's Representative (COR) to start work and allocating work to the contractor staff.
- Identifying and resolving all project related technical and managerial issues.
- Reporting on the progress of performed work and on the use of staff resources.
- Reporting on any risk of not meeting deadlines and/or operational shortfalls of the services provided by the contractor.
- Obtaining Contracting Officer's Representative (COR) sign off on deliverables.
- Leverage Service Level Agreements (SLA) and Service Level Objectives (SLO) to ensure adequate service performance and availability.
- Promote the Leidos brand and work to enhance our reputation.
- Collaborate with business development, capture, line leadership and other functions to develop winning solutions for business growth, including re-compete, new business, and take-away opportunities.
Basic Qualifications:
- BA/BS or equivalent experience and 8+ years of prior relevant experience or master’s with 6+ years of prior relevant experience.
- 5+ years of experience supervising or leading teams or projects.
- Excellent communication and interpersonal skills with all levels of stakeholders.
- Have in-depth understanding of the Security Operations Center (SOC) functions, cyber engineering, and information assurance disciplines.
- Travel as needed to customer sites.
- Possess or ability to obtain and maintain one or more of the following certifications or equivalent industry certifications:
- PMI Program Management Professional (PgMP)
- PMI Project Management Professional (PMP)
- PMI Portfolio Management Professional (PfMP)
- PMI Agile Certified Practitio
