Job Description

The SVP, Risk Assessment and Controls Leader is accountable for the Enterprise Risk Assessment Program which includes oversight of risk and control self-assessment (RCSA) activities across Operational Risk, Compliance Risk and Financial Crimes Risk and related inventory of controls.   The Leader will manage a team of risk professionals responsible for engaging with Business Line Risk Contacts to coordinate and execute required assessment activities, perform independent monitoring of the risk environment and “trigger events” which require further assessment, engage with Risk subject matter experts to review and provide feedback on business line assessments, and deliver enterprise reporting and analytics, including quarterly risk profile reporting that supports risk management, audit, and governance activities.   In addition to operating the risk assessment program, this leader will also help drive strategic and improvement initiatives across the organization in collaboration with experts and stakeholders across all lines of defense.  

Key Responsibilities 
•    Own and govern the Policies and Procedures for risk and control self-assessment and control governance processes.  Drive ongoing training, communication and adoption routines/activities across stakeholders in all lines-of-defense.
•    Ensuring ongoing alignment with Risk category owners and risk SMEs related to their expectations for risk assessment outcomes, risk profile, and control activities.  
•    Monitor business line adherence to policy and expectations while independently identifying and challenging risk ratings and control adequacy based on risk events and business change. 
•    Ensure program owned controls are effectively designed and operating, with clear accountability for timely issue identification, escalation, and remediation.
•    Support audit and regulatory exam activity across the Bank as it intersects RCSA activities and content.  Participate in regular routines with auditors and regulators to both educate and gain feedback on program design and execution.
•    Own preparation of Operating Committee and Board materials related to the RCSA program and BLCE/Controls.
•    Aggregate and synthesize program outcomes to identify enterprise trends, systemic issues, and root causes.  Identify thematic actions accordingly.
•    Deliver clear, decision ready reporting and forward looking recommendations to senior operating committees and executive risk leadership.
•    Act as a key stakeholder in strategic initiative to move Risk Assessment and Control documentation from Archer platform to Service Now IRM. 
•    Participate in Industry Forums to share best practices, drive continuous improvement and maintain alignment to peer institutions.

Basic Qualifications
- Bachelor's or advanced degree, or equivalent work experience
- Typically more than 15 years of applicable experience

Preferred Skills/Experience

- Significant experience leading Risk and Control Self Assessment Programs within financial services.  

- Demonstrated success operating in a senior leadership role within the First Line, Second Line, or Internal Audit.

- Deep expertise in design of risk and control frameworks, regulatory expectations, and governance models.  Understand challenges and tradeoffs related to implementation of these frameworks.

- Proven ability to influence and communicate with executive management and governance committees.

- Strong strategic orientation with a track record of driving enterprise process improvement and program maturity.

- Experience with prevailing financial industry GRC platforms.
- Strong leadership and management skills of processes, projects and people
- Effective written and verbal communication skills
- Strong analytical, problem-solving and negotiation skills

This role requires working from a U.S. Bank location three (3) or more days per week.
