The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:Responsible for the supervision and management of personnel, facilities, equipment, and services supporting the activities within the Recovery Branch of DEMA-EM. Implements decisions, programs, and activities; plans, organizes, and directs initiative and strategies, oversees the administration of Recovery Individual Assistance, ESF-6 Mass Care, Voluntary Agency Liaison/Private Sector Liaison, ESF #14 Recovery Annex for the activation of the SEOC and/or Joint Field Office during disasters and Human Services; manages state and federal funds; participates in the section's processes for planning policy development, and decisions. Confers with the Operations Assistant Director regarding mission priorities; informs the Operations Assistant Director on mission and program accomplishments; ensures quality and effectiveness of program elements; and coordinates state resources in recovery from state emergencies and disasters to successfully meet the mission priorities. Coordinates with State, Local, and Federal Agency officials regarding recovery programs and policies, and attends pertinent meetings. Directs, instructs, guides, and counsels subordinate supervisory staff. Assists in the implementation of the section's strategic plans, goals, and objectives; manages recovery branch's portion of the division's strategic plans, goals, and objectives; oversees the recovery branch's allocation of program funds, and fund expenditures. Prioritizes and assigns recovery section's resources (personnel, funds, facilities) to accomplish mission and programs. Provides briefings, public speaking engagements. Responsible for the develops and maintenance of the Recovery Branch's operation and administrative policies and procedures. Supports development and writing of the financial and performance reports to federal agencies. The Recovery Branch Manager supports the activation of the SEOC and/or Joint Field Office during disasters or exercises. Manages the Recovery Branch during an activation. Sets focus and direction for all staff and programs within the Recovery Branch and executes on behalf of the State all necessary documents for disaster assistance. Coordinates with statewide recovery stakeholders and partners; works with the development of the request for Governor or Presidential Declarations based on identified damages. Can act in the capacity of State Disaster Recovery Coordinator. Recovery Branch oversees the IA Program, ESF-6 Mass Care, ESF-14 Recovery Annex, Voluntary Agency Liaison and Private Sector Liaison activities. Personally, prepares for anytime (24/7) response and no-notice recall to the State or Alternate Emergency Operations Center (SEOC) and/or Joint Field Office (JFO) during disaster or exercise activations. Trains for specific SEOC positions and performs duties as assigned through internal agency policy. Actively participates in promoting a continuous improvement of workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.
