A copy of the policy statement on equal opportunity is provided upon request.</p><h3>Job Description</h3><p>The Contract/Cost Manager will be responsible for managing the pre and post contract requirements of the Infrastructure Department’s Portfolio, ensuring they are being adhered to and fulfilled in line with the requirements of the awarded framework agreements and Work Orders (call-off contracts). Pre-contract, the role holder will work closely with the Contracting Entity’s Procurement and Legal team providing support to the Programme Directors on the engagement of Contractors and / or Consultants in accordance with the Contracting Entity’s procedures and procurement strategy.</p><p>Post contract, the Contract Manager will be involved in the management and administration of the Work Orders from award to Completion, take-over of works and final assessment. The Contract Manager shall support in the review and acceptance of subcontractors and acceptance of subcontract documents in line with the contract. The Contract Manager will also oversee the monitoring of Contractor and /or Consultant performance based upon the contractually agreed Key Performance Indicators and contributing to the management of any disputes, as required.</p><p><strong>Responsibiltiies:</strong></p><ul><li>Understand and align to the Contracting Entity’s Contract Management standards, assuring that these comply with the selected Terms & Conditions in their chosen Contract suite (e.g. NEC) and on their programme</li><li>Assure that there is full compliance with the Contract Management standards and contractual terms and conditions in the execution of the contract administration activities, and manage the reporting of areas or instances of non-compliance</li><li>Manage commercial relationships and ways of working with Contractors and / or Consultants to ensure continuous improvement in the delivery of works and services</li><li>Review draft contracts and ensure they are fit for purpose and tailored to project in question, co-ordinating inputs from advisors where required (e.g. legal, technical, financial)</li><li>Lead contractual negotiations and provide guidance to Project Manager and/or Services Manager, where necessary, and Programme Director</li><li>Undertake delay damages calculations if required</li><li>Establish category / programme contract management strategies, and review and approve individual contract management strategies</li><li>Set the target for KPI’s in Incentive Schedules within NEC contracts and review the contractor’s performance</li></ul><h3>Qualifications</h3><p>• 15+ years experience of contract/cost management and administration with at least 7 years of NEC experience (10+ years experience for Intermediate level)<br/>
• Knowledge of monitoring Contractors and / or Consultants performance<br/>
• Significant experience in, and understanding of, claims management<br/>
• Experience of establishing Contractors and / or Consultants performance management frameworks<br/>
• Knowledge of Key Performance Indicators for Contractors and / or Consultants organisations, and experience in<br/>
building a Key Performance Indicators library<br/>
• Experience in administrating contracts, in particular the NEC suite of contracts<br/>
