Job Summary
This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak’s sole and absolute discretion.
Oversee a team responsible for inspections, repairs, maintenance, and modifications for cars and/or locomotives, utilizing production machinery and materials. Manage a team of 50 to 75 personnel, ensuring efficient use of resources, timely work completion, high-quality output, and adherence to budget constraints. Responsibilities extend to commuter, regional, and state mechanical operations, including contractor management and oversight of multiple sites. This position will be supporting the Pacific Surfliner and will have oversight from Goleta to San Luis Obispo.
Essential Functions
- Supervises equipment inspection, maintenance, and repair programs and provides diagnostic and troubleshooting expertise in order to increase equipment availability and reliability.
- Primary leadership role for his/her shift and/or facility which maintains oversight responsibility to ensure proper communication of mechanical issues, safety issues, material issues, etc.
- Engagement and utilization of the Safety Management System to identify behavioral, infrastructural, and procedural risks through analysis, assessment, implementation, and execution.
- Supervises maintenance of rolling stock equipment in accordance with all Amtrak and regulatory requirements.
- Oversees the scheduling and execution of all work orders for assigned equipment including planned corrective and preventive maintenance.
- Reviews daily reports to ensure all inspection and work order results are properly recorded in WMS with attention to conditions found, performance measurements taken/recorded, symptoms noted, and inspections completed and/or deferred.
- Monitors availability and reliability metrics and promptly evaluates problem areas.
- Participates in Maintenance Effectiveness Reviews essential to the Reliability Centered Maintenance program.
- Ensures foremen and mechanical craft employees are properly trained in inspection, test, and maintenance procedures.
- Leads and implements inspection and mechanical service-related safety plans and programs.
- Drives and executes solutions in a timely, solves problems in an effective manner, even under conditions of uncertainty, and exhibits a sense of urgency relating to need for action and change.
- Demonstrates the ability to effectively communicate to various mechanical support groups to include but not limited to Labor Relations, Quality Assurance, Rolling Stock Engineering, Finance, Procurement, Human Resources, System Safety, and Environmental as well as other departments (Transportation, Engineering, CNOC, and Onboard Services).
- Ability to recognize and develop prospective leaders to build a solid team with succession planning for key talent.
Minimum Qualifications
- Associate’s degree or equivalent combination of education, training and/or relevant experience.
- 3 years of relevant work experience.
- Demonstrated experience working on machinery in an industrial, marine, railroad, or plant environment.
- Demonstrated leadership/management experience.
- Demonstrated experience in diagnosing and troubleshooting electrical and/or mechanical systems.
- Demonstrated knowledge and experience related to safety program methodology and its application.
Preferred Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- 6 or more years of relevant experience preferred
