Job Description

Come join the exciting world of emergency management!  Do you have a desire and a passion to serve the citizens of Oklahoma?  Come join our team and help your fellow Oklahomans.  The Oklahoma Department of Emergency Management (OEM) prepares for, responds to, recovers from, and mitigates against disasters and emergencies.  Our agency operates the State Emergency Operations Center which serves as a command center for reporting emergencies and coordinating state response activities.

The OEM is seeking a full time Public Assistance Program Specialist providing support to the Oklahoma Department of Emergency Management Team.   The annual salary for this position is $50,500.00 based on education and experience.

Position Summary

Under the Recovery Division of the Oklahoma Department of Emergency Management and the direction of the PA Program leadership, the PA Program Specialists perform a wide range of professional duties involving the state-wide administration of the PA program. 

Typical Functions

  • Assesses project work status, costs, and supporting documentation against the corresponding grant’s scope of work (SOW) to reconcile estimated project costs with actual costs of the completed, approved grant SOW. 

  • Research contract details, invoices, payment logs, timesheets, purchase orders, procurement, and other documentation to help resolve situations when actual costs do not clearly align with the completed approved grant SOW. 

  • Supports the review and eligibility of SOW changes such as code upgrades, hazard mitigation, change orders, etc. 

  • Monitors processes that assure federal post-award grant compliance requirements are being met by state agencies and local jurisdictions on issues such as contract procurement; environmental and historic preservation; adjustments based on insurance requirements; and adjustments based on SOW changes

  • Assists applicants with navigating programmatic processes, eligibility, and key compliance requirements.  Examples of duties include damage inventory, requests for public assistance, state and local agreements, project final reviews, applicant quarterly reports, time extensions, period of performance extensions, and mail/email processing.

  • Assists with administering FEMA/State/Local Joint Preliminary Damage Assessments.

  • Represents the program at assigned meetings and attends seminars, training and conferences related to assigned duties.

  • Coordinates with tribal, federal, state, eligible non-profits, local government agencies, volunteer organizations, and private industry on a continuous basis primarily through short and long-term recovery.

  • Assists with maintaining PA internal standard operating procedures, standard operating guides, and other types of programmatic policies and reports.

  • Attend meetings, workshops, and provide programmatic assistance to sub-grantees and internal agency staff and divisions.

  • Assists PA Program Officer in preparing and delivering trainings to applicants and staff, as needed.

  • Assists in writing correspondence for FEMA or sub-recipients such as late submission requests, time extensions, scope of work changes, closeout letters.

  • Assists in completing quarterly reporting to FEMA for all active Large Projects.

  • Supports the PA Program with processing of payments, Reimbursement Requests and any other financial duties as assigned.

  • Monitors all open projects and follows through with applicants regarding time extensions etc.

  • Assists with FEMA calls as needed, takes notes and updates projects as requested.

  • Collaborates with team members in updating and improving program processes as needed.

  • Other duties as assigned.
