LOCATION: Remote, United States. Travel to customer sites, partner offices, conferences and QGS HQ as needed

POSITION OVERVIEW:
Quanta Government Solutions is the federal infrastructure delivery platform of Quanta Services, a Fortune 500 company. The DoW vertical is QGS's move into defense infrastructure: NAVFAC, USACE, and the broader Department of War construction market.
We are seeking an experienced and strategic Senior Program Manager to lead cross-functional initiatives that drive operational efficiency, scalability, and business performance. This role is ideal for someone with a strong background in Program Management, PMO leadership, and Process Improvement who thrives in a dynamic environment and excels at turning vision into executable plans. This position will contribute to the strategic build and growth of the DoW business line and will own program-level financial performance, including backlog, margin, risk, and cashflow.
What You'll Do
- Program Leadership: Drive large-scale, complex operational programs from strategy through execution across multiple business units. Identity project leads and drive the proposal development process for selected opportunities; engage with customers to understand needs. Represent the organization at client meetings, briefings, and site visits throughout the site location. Implement and enforce the QGS stage-gated delivery model from Pursuit → Capture → Award → NTP → Execution → Closeout.
- PMO Alignment: Collaborate with the Project Management Office (PMO) to align program goals, reporting structures, and delivery timelines. Serve as the primary liaison between the organization and key stakeholders, building and maintaining strong, trusted relationships for long-term program success.
- Process Improvement: Identify and implement continuous improvement initiatives using methodologies such as Lean, Six Sigma, or Kaizen to optimize operational workflows and reduce inefficiencies.
- Cross-Functional Collaboration: Partner with key stakeholders (Ops, Finance, HR, IT, Product, etc.) to align on goals, remove roadblocks, and ensure successful delivery. Serve as the primary liaison between the organization and key stakeholders, building and maintaining strong, trusted relationships for long-term program success.
- Change Management: Lead organizational change initiatives, including stakeholder communication, training, and adoption planning.
- Risk & Issue Management: Proactively manage risks, dependencies, and escalations to ensure program success.
- Metrics & Reporting: Develop and track key performance indicators (KPIs), OKRs, and dashboards to measure program impact and progress.
What You'll Bring
Required Education and Experience
- 10+ years of experience in Program Management, Operations, or related fields.
- Proven success leading enterprise-wide initiatives in a fast-paced environment.
- Experience in or with a Project Management Office (PMO), including governance and portfolio oversight.
- Strong knowledge and practical application of process improvement methodologies (e.g., Lean, Six Sigma).
- Exceptional stakeholder management, communication, and influencing skills.
