Western Door Federal is seeking a Environmental Policy Analyst, Restoration and Munitions Office, in Arlington, VA. The objective of this work is to assist the Director for Restoration and the Director for Munitions and Chemical Matters with ensuring environmental responses are occurring at Reserve, Base Realignment and Closure installations and Formerly Used Defense Sites known or suspected to contain environmental contamination and or DoD military munitions in compliance with applicable environmental laws and regulations and DoD and Army policy.

 

Responsibilities include, but are not limited to:

Restoration:

• Provide technical, management and advisory assistance to include development of draft policies and strategies that address environmental restoration issues that may have a future impact on the Army. Specific duties may include development and presentation of information appropriate for decision makers; program and data analysis and development of products (e.g., briefings, issue papers) for DASA (ESOH)’s use; review and comments on documents and reports; preparation of meeting materials (e.g., agendas, attendance records, and meeting minutes); coordinating documents and preparing final drafts for review
• Provide support in mapping the cleanup strategic plan by ensuring the plan aligns with the Army budget, goals and that the plan also provides accountability and program effectiveness.
• Help identify environmental cleanup trends defined and required by Congress, regulatory agencies and public interest groups. 
• Assist in monitoring environmental legislation originating from Congress or a state, to assess the potential impact to the Army and provide Army leadership recommendations to issue proactive policies to meet future environmental challenges.
• Help analyze future environmental cleanup challenges, and opportunities for Army programs and provide policy makers with approaches to develop an Army environmental investment strategy and recommendations on policies that address systemic environmental problems.
• Assist in preparation of strategies and implementation of alternatives for the Army compliance with existing, proposed or new environmental regulations, laws, treaty requirements, Memoranda of Understanding (MOU), Memoranda of Agreement (MOA) programs and other relevant initiatives.

Munitions and Chemical Matters:

• Assist in conducting programmatic assessments and periodic reviews of the Army’s 3Rs Explosives Safety Education Program and in preparing or updating general and targeted 3Rs material. The assessment should consider the value of the 3Rs Explosives Safety Education Program as a risk reduction tool for the Army’s Military Munitions Response Program (MMRP) and other Army activities such as the Army Explosives Safety Management Program (ESMP) and the Army Sustainment Program (ASP).
