Your Team:


The Deputy Commissioner for the Office of Development has oversight of HPD’s various financing and incentive programs for the construction and preservation of affordable housing on both public and private sites. The divisions within the Office of Development represent the portfolio of programs, including divisions of: New Construction Finance, Special Needs Housing, Preservation Finance, Portfolio Management and Conversions, Housing Incentives, Homeownership Opportunities, Building and Land Development Services, along with the Office of Development’s executive team. Under the direction of the Deputy Commissioner, each division is led by an associate commissioner, and/or assistant commissioner, with a total staff of approximately 350 employees currently.



Your Impact:


As the Deputy Commissioner for the Office of Development, you will have primary responsibility for executing the affordable housing financing and incentive program objectives of the City’s housing plan.



Your Role:


The Deputy Commissioner will work in close coordination with other offices and divisions within HPD, and in partnership with the New York City Housing Development Corporation (HDC), the New York City Housing Authority (NYCHA), the New York City Economic Development Corporation (NYCEDC), New York City Office of Management and Budget (0MB), and other City, federal, and state agencies on policy matters, funding programs, budgeting, Requests for Proposals, pre-development, and co-financing for such projects. The Deputy Commissioner will have responsibility for managing engagement and negotiations with developers, lenders, and other development partners from the private and non-profit sectors.


Your Responsibilities:


The Deputy Commissioner will also contribute to and at times lead development of agency strategy and public policy on such topics as new financing models for broadening and deepening affordability, housing the formerly homeless, supporting affordable homeownership, and expanding the City s support of mixed-use, mixed-income projects.

Responsibilities include: Overseeing the development and implementation of the divisions and programs required to meet the goals of the Housing New York Plan and other initiatives. Managing staff implementing the Office of Development’s various divisions, financing programs and operations. Managing a large budget and coordinated housing production work streams to meet various goals. Overseeing coordination with multiple internal offices and divisions as well as numerous external public and private partners. Fielding and responding to inquiries, both internal and external, about Development activities. As part of this effort, the Deputy Commissioner will be responsible for prioritizing potential issues and making sound recommendations to the HPD Commissioner, City Hall, and other elected officials.

In addition, the Deputy Commissioner for the Office of Development will be responsible for ensuring cost-effectiveness in subsidy programs by leading efforts implement finance and production protocols to ensure efficient use of public subsidies in combination with available incentive. Fostering innovation in the creation of new financing models and deal structures to advance housing goals and other policy priorities. Contributing to the development, implementation, and tracking of

strategic plans and affordable housing policy for the Office of Development and HPD.
