About the Agency:
The mission of the Department for Aging & Rehabilitative Services (DARS) is to improve the employment, quality of life, security, and independence of older Virginians, Virginians with disabilities, and their families. The Division for Community Living (DCL) at DARS administers programs that support older or vulnerable adults and individuals with significant disabilities, working collaboratively with community partners to provide services and advocacy.
About the Position:
We are seeking a Guardian Training Program Coordinator. This is a new, dynamic position housed within DCL. DARS is charged with developing a training for Virginia guardians that will be mandatory as of July 1, 2025. This position is responsible for ensuring the online training meets statutory requirements, overseeing its rollout, and analyzing success. The ideal candidate will be an excellent communicator with a legal, policy, or social services background and project management experience. You must be a proactive problem solver with the ability to quickly master new information and skills, navigate challenges, and pivot in response to feedback and changed circumstances. Detailed knowledge of guardianship laws is not a prerequisite, but you will be expected to become a subject matter expert and serve as a resource.
Job Duties:
• Developing and overseeing all aspects of the new Guardian Training Program.
• Providing policy and programmatic guidance.
• Assessing and interpreting legislative, budget, and regulatory activities affecting guardianship and the guardian training.
• Working with the contractor to finalize and test the online training module.
• Managing the procurement/contract process and monitoring contract deliverables.
• Managing the training rollout and monitoring its utilization.
• Developing and maintaining the content of the training website.
• Applying for and maintaining approval for MCLE credit through the Virginia State Bar, including creating written materials for attorneys.
• Serving as a resource on Virginia guardianship for internal and external stakeholders and the public.
• Compiling and analyzing data.
• Providing trainings and presentations to a variety of groups, as needed.
Minimum Qualifications:
The ideal candidate will have:
- Background in law, public policy, or human services.
- Experience researching, analyzing, and interpreting laws, regulations, and programmatic policies.
- Experience planning, managing, and completing complex projects on schedule.
- Ability to work effectively with a variety of professionals and members of the public.
- Computer proficiency, including the use of software applications such as Word, Outlook, Teams, and PowerPoint, and experience using Excel or other programs for data management.
- Ability to communicate clearly and concisely, both orally and in writing.
Additional Considerations:
- Experience developing and providing trainings.
- Knowledge of Virginia guardianship laws.
- Ability to distill complex information into clear, simple language.
- Proficiency in managing program funding and expenditures.
- Experience participating on and leading teams or committees.
- Knowledge of state and federal programs and public benefits targeted to individuals with disabilities.
- Ability to handle challenges with tact, good judgment, and patience.
- Knowledge of state procurement and purchasing rules.
