Overview:
Oak Ridge National Laboratory spends over $1.3 billion in procurements to support mission activities. We are seeking a Subcontract Auditor to conduct audits of costs claimed and paid to subcontractors for these materials and services. This position resides in Subcontract Audit Services within the Internal Audit Directorate at ORNL.
Major Duties/Responsibilities:
- Conducts closeout and interim subcontract audits to determine whether rates (indirect and fringe) were appropriately applied, property has been appropriately dispositioned, and billings are generally in accordance with the subcontract terms and conditions.
- Communicates findings from audits to appropriate personnel through written reports.
- Participates in risk assessment of subcontract population to identify subcontracts for audit.
- Interacts with Business Services Directorate personnel to facilitate closeout of subcontracts.
- Performs post closeout verifications to ensure closeout activities have been appropriately completed and any audit findings have been resolved.
Basic Qualifications:
- A Bachelor’s degree in Accounting, Business Administration, or related operational business discipline is required.
- A minimum of five years of experience in contract auditing or relevant related work experience.
- Demonstrated planning and organizational skills, problem analysis, and resolution skills are required.
- Practical knowledge of Cost Accounting Standards and Federal Acquisition Regulations.
- Ability to coordinate multiple projects simultaneously with changing priorities.
- Proficient in Microsoft Office applications, especially advanced Excel skills. Excellent written, interpersonal, and communication skills are essential.
- Demonstrated ability to gather, analyze, and evaluate facts, including the ability to prepare and present concise oral and written reports.
- Ability to work independently with minimal supervision.
- Maintains a strong commitment to integrity and ethics.
Preferred Qualifications:
- Experience with SAP and/or Ariba (ORNL’s integrated accounting system).
- CPA/CIA certification.
- TeamMate+ experience desirable.
- Excellent written and oral communication skills.
- Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
Q or L clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
