Responsibilities

The future of world-class mission support and innovative ground system architecture and software is being developed today at Arcfield.  We deliver enterprise solutions for data-centric and service-centric capabilities to empower our customer's most important development, test, and operations activities. You’ll lead the acquisition of a software vulnerability scanning and delivery pipeline, which will become the foundational capability for all software developers of an IC agency.  You will enable the verification and validation of key enabling capabilities in a Future Ground Architecture cornerstone project.  You will work seamlessly with other government and contractor team members in a challenging work environment.

  • Identify Agile solution and program epics with acceptance criteria and ensure prime development and subcontractors align to government requirements
  • Optimize pre-increment planning and iterative integration demos via Agile software development best practices
  • Assess developer performance by analyzing contract deliverables for demonstrations and oversee enterprise test for achieving pertinent objectives
  • Analyze developer recommendations for software enhancements across cloud, containers, and open-source solutions
  • Oversee Task Order execution on large IDIQs developing enterprise software and services and delivering platforms and frameworks on which they ride
  • Write Statements of Work for upcoming major systems acquisitions
  • Advise Contracting Officer Technical Representative (COTR) on developer performance through cost, schedule, and performance analysis and evaluation
  • Translate Agile solution epics into system requirements and decompose high-level artifacts into achievable program epics for developer release planning
  • Identify risks and provide unique courses of action to solve complex technical problems
  • Review contractor submissions for technical accuracy and provide government personnel detailed critical analysis

Qualifications

Required:

  • Requires 8-10 years with BS/BA or 6-8 years with MS/MA or 3-5 years with PhD
  • Must possess and be able to maintain an active TS/SCI with Poly.
  • Bachelor’s degree in Computer Science, Information Systems, Information Technology, or in related technical or scientific fields such as engineering or related STEM program.
  • Requires 5+ years’ experience in Systems Engineering Technical Assistance (SETA), acquisition, and the Intelligence Community.
  • Demonstrated ability to work well with other government and contractors in a challenging work environment.

Desired:

  • Experience with DevSecOps
  • Experience or training with Scaled Agile Framework (SAFe) agile methodologies
  • Experience with information assurance, cybersecurity practices, or cross-domain policy implementation
