The Department of Inland Fisheries and Wildlife is seeking an Agency employee to fill the Director of Fisheries and Hatcheries (Public Service Manager III) vacancy in Augusta.

BRIEF JOB DESCRIPTION: The Director of Fisheries and Hatcheries Division is part of the senior management team for the Department of Inland Fisheries and Wildlife. The Division is responsible for the preservation, protection, enhancement and wise use of the State’s freshwater fishery resources. The duties and responsibilities of the position are to develop, implement, direct, and administer all components of the Department’s inland fishery management program including: the development and implementation of policy, standard operating procedures, guidelines, comprehensive strategic and operational management planning, research, regional and statewide resource assessment and management programs, fish culture facility operations and stocking programs, regulatory programs, permitting and licensing programs, Division budgeting, and a variety of associated information and education initiatives pertaining to the role of the Division and the conservation of the State’s fishery resources. Oversight responsibilities for Division include the fisheries staff (23 positions) and the hatcheries staff (33 positions) and direct accountability for a budget of 8.1 million. Work is performed under administrative direction.  

KNOWLEDGE/SKILLS/ABILITIES PREFERRED:

• Knowledge of applicable State and Federal Laws, rules, regulations, policies and procedures pertaining to inland fish conservation and environmental programs.
• Knowledge of biology, ecology, life history, and habitat requirements of Maine's inland fisheries.
• Knowledge of inland fisheries principles, practices, and management theories.
• Knowledge of State budgeting and financial procedures.
• Knowledge of long-range planning. 
• Knowledge of outreach and communication needs and implementation tools.
• Knowledge of public and personal conflict resolution techniques, practices, and methodology.
• Knowledge of organizational staffing, planning, and teambuilding. 
• Ability to communicate complex issues to a wide range of user groups. 
• Ability to identify and resolve complex natural resource issues. 
• Ability to develop partnerships, engage and incorporate stakeholder opinions, concerns, and decisions into the planning process. 
• Ability to communicate and report findings to colleagues, groups, and the public. 
• Ability to promote programs and policies of the Department. 
• Ability to direct, manage, and evaluate the performance of programs and personnel. 

MINIMUM QUALIFICATIONS: An eight (8) year combination of post-secondary education and experience that demonstrates an ability to direct, plan, and coordinate the Departments Fisheries and Hatcheries Division. 

Professional work must include experience in any of the following areas: business management, public administration, budgetary development, business analytics.
