Category Manager: Real Estate, Construction, and Workplace - USDS

The TikTok U.S. Data Security (USDS) Procurement Team is an essential function responsible for the strategy design and end-to-end process governing the purchase of goods and services. We are seeking a Category Manager to lead our Real Estate, Construction, and Workplace portfolio. This is a "player-coach" style role that requires a unique blend of high-level strategic planning and hands-on operational execution. You will be responsible for the overarching strategy and high-value negotiations while remaining directly involved in the end-to-end transacting process to ensure delivery excellence.
On-site presence across teams allows the company to operate with greater speed, alignment, and agility — especially in areas like real-time decision-making, team development, and integrated execution. As such, the company is shifting from a hybrid work model to a fully in-person schedule up to 5 days a week.
Responsibilities
In this role, you will manage the full lifecycle of the category, from executive-level strategy to the granular details of purchase order execution:
- Strategic Category Ownership: Develop and execute comprehensive category plans for Real Estate (leases/brokerage), Construction (TI/build-outs), and Workplace Services (facilities/amenities) that align with USDS financial and security objectives.
- End-to-End Execution & Transacting: Directly manage the day-to-day supply chain activities, including placing purchase orders, providing non-PO invoice coding, and ensuring timely fulfillment of orders to meet financial and project goals.
- High-Value Sourcing & Negotiation: Lead strategic sourcing initiatives (RFx), negotiating complex terms and conditions with general contractors, architects, and facilities providers to maximize value and ensure a diverse, sustainable supplier chain.
- Executive Business Partnership: Partner closely with Workplace and Real Estate leadership to define purchasing requirements and provide guidance on the development of purchase requests and vendor partnerships.
- Supplier & Risk Management: Perform full-service vendor onboarding and manage supplier performance, ensuring they execute on quality and on-time delivery while adhering to strict USDS regulatory and security standards.
- Financial & Analytical Oversight: Review vendor records, ensure timely billing, and work with Accounting/Accounts Payable to ensure accuracy of accrued services and process improvements.
- Process Transformation: Support the design and digitization of procurement workflows, identifying opportunities to automate and scale the company’s sourcing and contracting activities.
