The Business Analyst is an exciting opportunity to support the DHS Office of Intelligence and Analysis (I&A) by helping to improve processes and operational efficiency within a critical national security mission. We encourage individuals with a strong background in business analysis and experience in the intelligence domain to apply and join our team.


We are seeking a Business Analyst to support the Department of Homeland Security (DHS) Office of Intelligence and Analysis (I&A). This role involves conducting organizational studies, designing systems and procedures, and assisting management in improving operational efficiency and effectiveness. The ideal candidate will have knowledge and experience in the intelligence domain and will contribute to the development and implementation of policies, strategies, and programs. The Business Analyst 2 will be responsible for analyzing business requirements, facilitating stakeholder collaboration, and creating detailed program documentation, including policies, procedures, and reports. Candidates should have experience in process improvement, metrics development, and group facilitation.


Specific Responsibilities

  • Conduct organizational assessments, work simplification studies, and design efficient systems and procedures to assist DHS I&A in improving operational effectiveness.
  • Provide expert input to support the development of policies, plans, and strategies in the intelligence domain. Assist in the implementation of these initiatives, while monitoring and evaluating progress and outcomes.
  • Lead and participate in the collection, analysis, evaluation, and implementation of business requirements, ensuring alignment with project goals and objectives.
  • Conduct work simplification and measurement studies to identify process inefficiencies and recommend improvements that enhance productivity and operational efficiency.
  • Create detailed work products such as policies, procedures, strategies, reports, presentations, plans, meeting minutes, and spreadsheets, using Microsoft Office and Adobe Acrobat.
  • Facilitate collaboration and communication between key stakeholders, ensuring smooth coordination of activities and effective operational performance.
  • Develop and track program performance metrics to measure the effectiveness of strategies and initiatives. Provide regular reports and updates to management.
  • Analyze information technology and other related factors affecting programs, providing relevant support and recommendations to improve systems and processes.
  • Collaborate with state and local law enforcement agencies, as well as federal programs and initiatives, to support DHS I&A objectives.


Requirements

  • Bachelor's degree from a regionally accredited institution. 
  • Active Top Secret clearance with SCI eligibility is required.
  • Minimum of 3-5 years of experience in business analysis, including conducting organizational studies, process improvement, and program support.
  • Must have at least two years’ experience working with state and local law enforcement agencies.
  • Must have experience providing support to federal programs, initiatives, and events.
  • Must have experience with SharePoint and Homeland Security Information Network (HSIN) and have a strong HSIN-Intel knowledge base.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook) and Adobe Acrobat.
  • Experience with business analysis tools and methodologies (e.g., Agile, Waterfall).
  • Strong analytical and critical thinking skills with the ability to develop program performance metrics and reports.


Preferred Qualifications

  • Experience in the intelligence domain, supporting national security or homeland security programs.
  • Familiarity with business process modeling and improvement techniques (e.g., Lean Six Sigma).
  • Knowledge of information technology and program support in the intelligence field.


Physical Requirements and Work Environment

  • Normal Office Environment


Travel

  • Up to 10% Occasional travel may be required to attend meetings and events with federal, state, and local stakeholders.
