Overview of Job:

 

We are currently seeking a Senior Contract Project Manager to play a key role in the successful modernization of the Illinois Medicaid Enterprise System (MES).

The Senior Contract Project Manager is responsible for overseeing and managing all activities and deliverables for the State of Illinois Department of Healthcare and Family Services (HFS) task order supporting Medicaid Enterprise modernization. This role ensures the successful execution of services across multiple categories, including procurement strategy, cost estimation, market research, solicitation, contract management, and vendor performance evaluation. The Senior Contract Project Manager coordinates cross-functional teams, maintains compliance with contract requirements, manages work performance on large task orders, and prepares and maintains project schedules and budgets. Serving as the primary task order/project liaison between NTT DATA, HFS, and all stakeholders, this role also prepares and delivers status reports and ensures effective communication and project execution throughout the engagement.

 

The position is remote, with the possibility of up to 25% travel to the client location in Springfield, Illinois.

 

Duties Include:

  • Lead and manage the delivery of all services and activities listed in the task order, including enterprise system/business needs assessment, vendor/market research, procurement strategy, cost estimation, specification and scope of work development, solicitation support, contract management, and performance evaluation.
  • Oversee the development, review, and timely submission of all required deliverables, such as project plans, monthly progress reports, planning documents, compliance assessments, IT asset inventories, market analyses, organizational and modernization assessments, procurement strategies, solicitation documents, and status reports.
  • Develop, maintain, and manage detailed project plans, schedules, budgets, communication plans, risk logs, and issue logs, ensuring alignment with approved timelines and milestones.
  • Ensure all internal and external project communications and reporting are occurring, including regular status updates to the client, Account Manager, and federal government (as required).
  • Provide thorough review and quality assurance of project deliverables, ensuring review and approval milestones are met and that company documentation standards are followed.
  • Establish and enforce appropriate governance structures and project quality standards, ensuring compliance with all applicable regulations, policies, and contract requirements.
  • Follow and manage processes for change management, cost tracking, and risk management throughout the project lifecycle.
  • Assign tasks, supervise, and coordinate internal staff and subcontractors, ensuring deliverables meet quality standards and contractual requirements.
  • Manage client relationships and expectations, working regularly with key client leadership and serving as the primary contract liaison and deliverable manager for HFS.
  • Provide recommendations to the client on critical business and project decisions, supporting organizational assessment and modernization advisory needs.
  • Ensure all project-identified processes and methodologies are executed and followed as applicable.
  • Create and sustain a culture that encourages high performance of individuals and teams.
  • Assist with workforce management, including hiring, scheduling, and staff orientation.
  • Communicate project status, risks, and issues to all stakeholders, and develop and submit complete and accurate reports as needed.
  • Oversee compliance with project financials, including budgeting, pricing analysis, and cost management across the entire project lifecycle.

 

Mandatory Qualifications:

  • Project Management Professional (PMP) certification
  • Bachelor’s degree and eight to ten (8-10) years of progressive experience and posse
