About the role

City Light & Power (CLP) is seeking a Construction Quality Control Manager to support our USACE contract at Aberdeen Proving Ground (APG), Maryland. This role is responsible for coordinating and administering the project's quality control program, with a strong focus on quality documentation, compliance tracking, submittal management, inspections, and project records. The successful candidate will manage and maintain quality control documentation, records, logs, and administrative processes while helping ensure compliance with USACE contract requirements, Division 1 specifications, and applicable federal construction standards. Working closely with project managers, engineers, superintendents, subcontractors, and government representatives, this position plays a key role in supporting quality assurance activities throughout the project lifecycle.

Duties and Responsibilities:

  • Manage and coordinate quality control documentation, records, logs, and administrative processes to support project compliance.
  • Support the implementation and maintenance of QA/QC programs, compliance plans, procedures, and quality initiatives.
  • Create, track, and maintain project submittals, RFIs, meeting minutes, and quality control documentation.
  • Develop, schedule, and coordinate required three-phase control meetings, inspections, testing activities, and quality control documentation.
  • Review project documentation, including drawings, specifications, contracts, and submittals, to ensure compliance throughout the project lifecycle.
  • Coordinate with project managers, engineers, superintendents, safety personnel, subcontractors, and suppliers to resolve quality-related documentation and compliance issues.
  • Track subcontractor and supplier deliverables, ensuring required documentation is submitted accurately and on time.
  • Maintain quality control databases, logs, inspection reports, deficiency lists, and corrective/preventive action tracking.
  • Coordinate laboratory testing, field testing, inspections, and associated quality documentation.
  • Assist with preparing training materials, procedures, and quality control communications for project teams.
  • Prepare and distribute reports on quality control activities, findings, and corrective actions to project stakeholders and management.
  • Support project review meetings and quality control discussions by preparing documentation, tracking action items, and distributing meeting summaries.
  • Coordinate project closeout documentation, including warranties, O&M manuals, as-builts, testing records, and turnover packages.

Skills, Knowledge, Qualifications, & Experience:

  • 5+ years of related construction, quality control, or project management experience with a Bachelor's degree in Engineering, Construction Management, or a related field; or 10+ years of related experience without a degree.
  • Strong administrative and organizational skills with experience managing quality control documentation, submittals, inspection reports, compliance records, and project closeout documentation in a construction environment.
  • USACE Construction Quality Management (CQM) for Contractors – completed within the last 5 years
  • Current OSHA 30-Hour Construction Safety certification and EM 385-1-1 training, or the ability to obtain both within 90 days of hire.
  • Experience with USACE or federal construction projects
  • Strong knowledge of USACE QC procedures, RMS, and Three-Phase Control
  • Strong interpersonal, leadership, and verbal / written communication skills are required.
  • Proven ability to work in a team environment and manage multiple tasks simultaneously.

Position Type/Expected Hours of Work:

  • This is a full-time exempt position. Office hours of work are Monday through Friday. The ability and availability to travel, attend meetings and functions outside typical business hours required.
