DESCRIPTION

This position provides statewide construction and facility management oversight for Department-owned and privatized facilities. The Construction & Facilities Coordinator serves as a technical resource supporting capital construction initiatives, facility inspections, contract compliance, and Fixed Capital Outlay (FCO) budget activities. The position works closely with agency leadership, district staff, contractors, consultants, and regulatory agencies.

DUTIES AND RESPONSIBILITIES

  • Provides statewide oversight of capital construction projects and facility operations
  • Conducts facility inspections and monitors compliance with contracts, codes, and Department standards
  • Coordinates with district leadership, facility administrators, contractors, and regulatory agencies
  • Reviews and negotiates change orders; assists with dispute resolution and project closeout
  • Supports development and monitoring of preventive maintenance and long-range facility plans
  • Assists with Fixed Capital Outlay (FCO) budget preparation and statutory compliance (F.S. 216)
  • Participates in consultant selection, contract negotiations, and scope development
  • Serves as a subject-matter expert in construction methods, building systems, and life safety
  • Prepares reports and provides technical guidance to contract managers and leadership

MINIMUM QUALIFICATIONS

  • Three (3) to five (5) years of experience in construction oversight, facility management, or capital project administration
  • Associate’s degree in construction, engineering, architecture, or a related field OR equivalent experience
  • Knowledge of Florida Building Code, procurement regulations, and capital budgeting
  • Valid Florida driver’s license
  • Ability to travel statewide

PREFERRED QUALIFICATIONS

  • Bachelor’s degree in Construction Management, Engineering, Architecture, Facilities Management, or related field
  • Experience with state government or privatized facility oversight
  • Experience coordinating multi-site or statewide programs

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to use project scheduling software (e.g., Microsoft Project, Primavera P6, Smartsheet, or similar) to develop, track, or manage project schedules
  • Knowledge of planning, design, construction, and facilities management principles
  • Ability to plan, organize, and manage multiple assignments
  • Ability to evaluate data and apply applicable rules and regulations
  • Ability to communicate effectively, verbally and in writing
  • Ability to work independently and exercise sound judgment
  • Ability to establish and maintain effective working relationships
