Project Overview:
Bechtel has been providing program, project, and construction management services for Riverside County Transportation Commission (RCTC) for the past 36-years. The project team helps RCTC to implement "Measure A", the Regional Transportation Plan (RTP) / Sustainable Communities Strategy (SCS) and adopted plans and programs in compliance with state and federal requirements with the goal of providing the residents of Riverside County greater mobility, improved quality of life, operational excellence, and economic vitality
Job Summary:
Assigned to the project team as a representative of the Construction functional group and serves as a link between Construction and other members of the project team. As program management staff, this position ensures that client consultant construction management firms and contractors perform their work in accordance with their contract requirements. Ensures that construction requirements are made known to the project team in a timely manner and obtains construction responses to the needs of other members of the project team. Performs the duties of direct staff assistant to the Construction Manager and functions as the liaison between office entities and field construction.
Major Responsibilities:
• Assist the client's project manager with the overall management of client-administered construction projects, including, but not limited to the following task:
• Overseeing the management of design consultants, construction contractors, and construction management consultants abroad.
• Ensure compliance with contracts, identify any deficiencies and suggest corrective actions for implementation.
• Review and recommend contract change orders, providing justifications for client approval.
• Coordinate with construction management consultants or contractors to secure necessary permits for construction activities.
• Offer constructability insights and design inputs during early project phases.
• Assess environmental document development and offer recommendations for constructability and efficiency.
• Review plans, specifications, and estimates at various design stages.
• Collaborate with design coordinators and construction engineering groups to optimize construction methods.
• Assist in developing construction plans, layouts, and organization.
• Support the client's procurement team in contract development, valuation, and award processes.
• Monitor and review quality assurance and quality control programs implemented by construction management consultants and contractors.
• Handle project communications and necessary actions in the construction manager's absence.
• Attend site visits as required.
• Participate in project meetings and liaise with various team members, entities, and clients.
• Use expertise and experience to identify potential issues and coordinate solutions.
• Collaborate on public outreach efforts related to construction traffic operations.
• Analyze cost and schedule reports, flagging major concerns for the construction manager's attention.
• Monitor quantity changes due to design or scope modifications.
