Iowa Workforce Development (IWD) is seeking a Computer Programmer (Information Technology Specialist 3) to join our team in our Labor Market Information (LMI) DivisionΒ inΒ Des Moines, IA.

Schedule:Β Full-time | Monday – Friday | 8:00 AM – 4:30 PM

Hybrid telework and alternate work schedule opportunity available after completion of an initial 6-month probationary period of in-office employment and training.


Description of Work:

Support the national Current Employment Statistics program (ACES) for U.S. Department of Labor. Writing functional code by interpreting business requirements, utilizing appropriate tools, performing testing, and preparing documentation. Develops code utilizing approved languages (Javascript, SQL, .NET, C#, VB Net, SAS, Oracle, Python and other computing languages) as required and tools outlined in program specifications using existing ACES standards, including adequate documentation in code so they are easily maintained. Tests code and reviews result in detecting and correct errors prior to moving code to servers for user testing.


Analyze significant complex and involved system operations and procedures. Evaluate potential changes in operations, network functions, procedures, and prepare timelines for completion of details identified during analysis. Work collaboratively with other team members, customers, federal partners and support staff.


Maintain and enhance existing applications ensuring appropriate backup and recovery procedures for critical information systems and develop procedures for distribution of computing system output to achieve agreed upon performance levels and availability. Uphold compliance with state and federal information security standards.


Plan and participate in the development of efficient structured programming code or web modules utilizing a variety of tools, evaluate alternative methods of program development. Develop detailed technical programs, web applications, and job flow documentation to depict the flow of data through the system, designing documents, forms and record layouts. Perform system development activities assigned, prepare program specifications detailing purpose and function, develop databases and modules or files to be utilized in a testing environment and perform system testing.


Develops, under the guidance of a higher-level information technology professional, application systems and apply business process analysis, prepare program specifications, data flow diagrams and designs documents, forms, record layouts, etc.


Participate as a team member providing input, asking questions, and sharing responsibility in order to ensure continuing improvements on projects, programs and services. Provide support to system users via the helpline by answering inquiries in a timely, professional manner. Resolve customer service problems in conformance with established standards to ensure systems are being effectively utilized.

Perform duties to assist in the operation of information systems such as preparing written and oral instructions of system functions.

Attend applicable training courses and acquire necessary skills to effectively conduct the required

work (computing languages, software, web applications). Keep current in new technology so the most efficient operations, methods, and procedures are utilized maintaining a high level of technical competencies, supporting continuous improvement in mindset. Reference appropriate manuals to gain applicable knowledge to research and resolve problems. Receive guidance and assistance from coworkers when necessary.


Participate in standby and call back duties for responsibilities outside standard work hours as required by supervisor.
