Communication System Specialist

Under the direction of the Supervisor, Radio System, the Communication System Specialist is responsible for the enterprise-wide installation, maintenance, and optimization of radio communication systems, including portable, mobile, and base station radios, dispatch consoles, and supporting infrastructure. This role ensures the reliability and performance of critical communication networks across Tribal Government Operations (TGO) and Yaamava’ Resort & Casino (YRC) through routine maintenance, equipment servicing, and system installations. Additionally, the specialist plays a key role in advancing and enhancing the organization’s communication capabilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1.    Monitors and optimizes enterprise radio system performance, configures and updates communication equipment, diagnoses complex issues. Supports the implementation of new systems and preventative maintenance initiatives.
2.    Programs, installs, tests, repairs, and maintains all enterprise radio communication equipment, including base stations, Long Term Evolution (LTE) and two-way radios, analog and digital infrastructure, point-to-point systems, and both physical and virtual dispatch consoles.
3.    Performs installation and service of vehicle-mounted radio equipment, ensuring compliance with technical standards and operational readiness.
4.    Supports the maintenance and auditing of Emergency Blue Phones, including monthly inspections and coordination with vendors to ensure system reliability.
5.    Reviews and coordinates maintenance and repair activities for License Plate Reader (LPR) systems and assists with vendor support for all assigned communication technologies.
6.    Manages the Department of Public Safety (DPS) radio and accessory request system by verifying order accuracy, updating records, processing documentation, and communicating with requesters.
7.     Maintains the communications work truck by performing routine inspections, refueling, and cleaning to ensure field readiness.
8.    Inventories, cleans, and organizes tools, test equipment, and storage areas assigned to the radio communications team. Assists in repairing and maintaining test equipment and performs periodic reliability checks to ensure accuracy and functionality.
9.    Performs other duties as assigned to support the efficient operation of the department.  

 EDUCATION, EXPERIENCE AND QUALIFICATIONS

• High School Diploma or General Education Development (GED) required.

• Minimum three (3) years’ recent experience working with communications equipment required.

• Associate's degree in electronic technology preferred.

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

• Knowledge of the principles of two-way radio communication, radio communications programming software, and the design principles of two-way radio equipment, components, and systems.

• Familiarity with antenna design and construction, earphone and microphone equipment, solid state electronics, circuit design and electronic testing equipment, digital technology.

• Knowledge of state and federal two-way radio regulations, and common causes of failure in radio transmitting and receiving equipment.

• Ability to interconnect electronic components into a functional system and adapt electronic components and equipment for specific uses.

• Ability to use electronic testing equipment and hand tools, and safety procedures, techniques and equipment.

• Ability to complete and maintain records and forms, and an inventory of equipment and parts.

• Ability to organize and coordinate staff work and assignments.

• Knowledge of California Gaming Standards is preferred.

• Knowledge of the Yuhaaviatam of San Manual Nation (YSMN) Tribal Government Operations preferred.

• Must possess exceptional customer service skills.

• Must be able to read, speak, and write intelligently in the English language.

LICENSES, CERTIFICATIONS AND REGISTRATIONS

• At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
