Position Overview

This position is accountable for performing professional civil and structural engineering duties involving scopes of work concerning the planning, designing, and reviewing of all project phases under the jurisdiction of the Capital Development Board (CDB). Under general direction, the incumbent is accountable for providing professional and technical civil and structural expertise and services in all phases of project development, analyzing Architect/Engineer (A/E) qualifications, reviewing plans and specifications prepared by A/Es, designing in-house projects, and conducting research. The incumbent helps to ensure compliance with procedures and policies related to construction codes, legal aspects, and budget requirements. 

Essential Functions

  • Reviews construction documents for general code compliance, technical sufficiency and to ensure conformance with applicable design requirements.
  • Conducts field surveys and prepares budget survey documents.
  • Works with A/Es, contractors, and user agencies to resolve project problems and serves as a resource to construction administration management and legal.
  • Prepares complete civil and structural working drawings, including details and explanatory notes for new buildings and renovation of existing ones.
  • Assists with evaluation, prescreening and selecting A/Es.
  • Keeps abreast with latest civil and structural developments to make recommendations to the Administrator of the Professional Services Division regarding construction, maintenance, and budgets.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college in an engineering or construction related field and five (5) years of professional experience in structural or civil engineering OR requires nine (9) years of progressively responsible professional experience in structural or civil engineering.
  • Requires extensive knowledge of the principles and practices of civil and structural engineering, building construction and renovation practices, building materials, trade capabilities and construction.

Preferred Qualifications

  • Bachelor’s degree or higher in civil or structural engineering.
  • Illinois certification as a licensed professional
