Position Summary 

Supervisor Project Controls (SPC) position provides day-to-day leadership, direction, management and oversight of assigned project controls resources. SPCs are expected to lead/direct assigned resources in review of project controls status (cost, contract, WBS, schedule, resource, etc.). This position is critical to day-to-day coaching and mentoring of Project Controls Specialists.

SPCs assure project control data collection tools, analysis, communication and reporting systems used by assigned resources are available and functioning according to Enterprise policies (e.g. Financial, Risk, Supply Chain, etc) and Project Management Center of Excellence (PMCoE) requirements. The SPC position requires application of project controls principles. SPCs are front-line leaders that demonstrate advanced level comprehension, application and analysis of data associated with projects, programs and portfolios. Demonstration is routinely associated with extensive and diverse work experience and formal education.

SPCs guide assigned unit resources in performing complex aspects of project estimating, scheduling, change control and cost management while aggregating and reporting program or portfolio level performance using prescribed methods and tools. The SPC must be proficient with various computer applications for analytics related to schedule, cost, and risk. SPCs lead communication of project, program and portfolio performance including identification of trends and forecasts. SPC leads the team through analysis and results of project cost, forecasts, contracts, schedules, resources etc.

SPCs serve an essential position of leadership within the project team and assign resources to ensure support of Project Leads, Project Managers and Project Directors on projects and programs of varying size and complexity. This position is restricted on the basis of business need.

Responsibilities 

Lead Project Controls Team

  • Support the Manager – Project Controls with organizing the Project Controls function within an assigned business unit by assisting development, revision or adoption of systems, processes, staffing or organizational design models to deliver on roles and responsibilities. If the unit is not already in place, this may include recommending appropriate number of PC’s of varying levels of expertise for scheduling, cost estimating, cost controls, scope controls, analysis and evaluation. Establish relationships with functional managers and managers of project managers to assure appropriate organizational design.

Lead Development / Generation of Periodic Project Controls Communications

  • Provide leadership in development and generation of daily, weekly, monthly and quarterly project controls communications and reports. Provide tools/systems for data collection, verify, validate and analyze data to support project controls communications and reporting. Assure distribution and archival of project controls reports as appropriate. Provide presentation quality reports and communications as needed to project and management teams.

Execute Excellence in Project/Program Change Control

  • Lead PC resources in tracking and managing changes to project scope, schedule and cost. Assure identification, assessment, approval, and distribution of change requests, change notices or change orders in a manner compliant with internal governance standards, and terms and conditions of relevant contracts. Lead teams in audit reviews and reporting.

Lead Project Controls Benchmarking and Self-Assessment Initiatives

  • Lead benchmarking and self-assessment initiatives to stay current and on leading edge of excellence relevant to project controls and services typically managed by the project controls group. Determine and assure adoption of identified improvement opportunities and best practices to address gaps in performance.

Expertise in Project Controls Methodologies

  • Develops and maintains systems for creating a) common Work Breakdown Structures (WBS),b) project schedules, c) cost estimates, d) systems to track and trend cash flow projections, e) project change control documentation, and f) communications associated with project controls. Provide systems that track and communicate project status, performs project controls related analyses at a level appropriate for projects/programs for the assigned business.<
