The Florida Division of Emergency Management plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The Division of Emergency Management (FDEM or Division) is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.

 

The Division serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, the Division manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:

This position will develop resources to assist local communities with developing their own Residential Mitigation Program.and communicate with residents who inquire about funding for mitigation projects on their homes. Responsibilities will include:

 

• Develop Residential Mitigation Program Toolkit.
• Answer questions from local communities about Residential Mitigation projects and programs.
• Answer questions from residents regarding funding for mitigation projects.
• Work with Mitigation Grant staff to determine grant requirements of residential mitigation projects to ensure compliance with 44 CFR and FEMA Hazard Mitigation Assistance guidance.
• Develop, update, and deliver trainings specific to Residential Mitigation projects and programs.
• Develop procedures and materials for state and local outreach post-disaster related to Residential Mitigation, specifically for the Flood Mitigation Assistance Swift Current grant program and the Hazard Mitigation Grant Program.
• Explore the possibility of state-led Residential Mitigation Program and develop program guidelines to do so.
• Track and maintain a database of all Residential Mitigation projects in the state.
• Update the Open Space Monitoring plan and ensure communities are in compliance with open space requirements per 44 CFR 80.19.
• Other duties as assigned to include response and recovery activities associated with emergency events.

 

Knowledge, Skills, and Abilities:

• Ability to communicate effectively through verbal and written communications.
• Ability to conduct effective programmatic and/or project-specific presentations to state and local governments and other public entities as necessary.
• Ability to establish and maintain effective working relationships with others.
• Ability to establish effective working relationships with federal, state, and local officials and residents involved in the Mitigation grant process.
• Ability to independently develop timelines and deadlines for multiple projects to successfully complete work accurately and on time.
• Ability to provide technical assistance to state and local governments and other entities on training requests.
• Ability to travel for up to 14 days at a time when activated and to work non-traditional hours during emergency events and assume disaster relief duties as directed.
