General Summary

Investigates, documents, analyzes, determines, and recommends resolution options for storm water drainage and flooding problems, assigned, or encountered, and interact with both internal and external customers to coordinate resolution response. This is an experienced, professional level capable of carrying out most assignments typical of the profession with limited guidance or review. This level would be considered a promotional level and attainable by any incumbents in a work group who demonstrate the necessary knowledge, ability, and performance. Could be the only professional in this specialty in a work group.

 

Essential Duties & Responsibilities   These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.  May perform other duties as assigned.

  • Conducts field investigations to identify, analyze, and assist with resolution of customer complaints, questions, and concerns. 
  • May be required to respond during weekends and off-shift hours to perform emergency field investigations associated with infrastructure emergencies and especially pre, post, and during wet/hazardous weather events. 
  • Initiates, coordinates, and provides oral and written reports and communication to both internal and external customers to schedule meetings, field visits, and track and provide repair updates and investigation/research results.  This may include communication and coordination with other departments, City, State, and Federal agencies.
  • Provide engineering reports, calculations, and analysis and determine drainage basin areas, as well as pipe and inlet capacities. 
  • Define the cause(s) and impact of storm water flooding. 
  • Review rainfall data to establish the storm event year.
  • Provide draft solutions, options, and phases. 
  • May be required to provide sworn testimony in depositions and court proceedings.
  • Provide basic surveying of sewer assets, topography, and other necessary field elevations.
  • Preparation, delivery, and maintenance of investigation/field notes, memos, and research documentation as well as tracking of time and costing information for assigned tasks.
  • Research, document, review, and prepare reports and cost estimates for maintenance and repair of infrastructure assets, including documentation of time, cost, and investigation information in the City of Atlanta’s CMMS database.
  • Researching, reviewing, and interpreting construction plans, surveys, CCTV information, and maps.
  • Manage and direct subordinates or processes to perform within existing procedures, policies, and protocols.
  • Prepares and files reports for contractor materials, field inspector performance/issues and other job-related documentation. 
  • Assists the group as whole as needed with field work or data review during events when group is short staffed.

 

 Required Knowledge, Skills, And Abilities

  • Knowledge of moderate engineering terminology
  • Knowledge of terms associated with both sanitary and storm water sewer assets
  • Knowledge of Civil Engineering and related processes; knowledge of city ordinances, state, and federal regulations
  • Knowledge of basic statistical review and preparation of reports
  • Knowledge of Water and Wastewater treatment processes and associated equipment
  • Knowledge of reliability engineering fundamentals including failure density distributions, failure mode effects analysis (FMEA), fault-tree diagrams, risk and criticality matrices, predictive testing methods etc.
  • Good organizational and communication skills; required in-person meetings with customers and must be able to communicate well with “difficult” customers. 
  • Moderate to advanced
