Kentro is hiring for Sr. Policy and Appropriations Advisor to support our USAID contract. USAID, which fostered global development by reducing conflict, preventing disease, and promoting democratic governance and resilience is now moving into strategic drawdown positioning. The Office of Resource Management provides strategic oversight in operations, budget planning, and administration. The Advisor for Policy and Appropriations provides strategic direction on USAID’s budget.
The Policy and Appropriations Advisor will serve as a subject matter expert and advisor to ORM on bilateral agreements, annual appropriations and funding directives, and the USG budget planning cycle, contributing to planning, coordination, policy interpretation, and oversight of program closeouts. Prepares and contributes to reports, presentations, and written analyses regarding USAID policies and positions on difficult or complex matters, such as issues that may impact substantive, mission-oriented program close out.
Responsibilities:
- Keep informed of proposed and new legislation and rules affecting USAID operations and furnish information and advice concerning the legislation and rules.
- Align Agency policy with Federal law, regulations, congressional appropriations, international and bilateral agreements governing the use of foreign assistance.
- Contributions closeout documentation which may include assistance in preparation of action or information memoranda, financial and implementation plans, waivers, and assistance and preobligation checklists.
- Draft directives, policy briefs, and internal guidance.
- Draft, edit, and disseminate official correspondence and reports.
- Provide authoritative interpretations of federal policies, regulations, and guidance.
- Prepare reports, briefings, and memoranda for leadership.
Location: No regular travel expected; May require work outside business hours; telework subject to approval.
Requirements
- Bachelor’s degree (or four additional years of experience performing a similar role)
- Minimum 7 years’ experience in working in areas of federal appropriations law and/or USG contracts and grants.
- Proficiency in Microsoft Office, Google Workspace, and research tools.
- Strong organizational, communication, and analytical skills.
