Director, Workforce Grants and Recognition Programs

Natcast (short for The National Center for the Advancement of Semiconductor Technology) is a new, purpose-built, non-profit entity created to operate the National Semiconductor Technology Center (NSTC) consortium, established by the CHIPS Act of the U.S. government.

Director, Workforce Grants and Recognition Programs 

In this role you will lead Natcast's expanding workforce grants and recognition programs, scaling proven initiatives while developing innovative approaches to accelerate semiconductor workforce development across America. 

Every day you will orchestrate complex partnerships between industry, academia, and government stakeholders, optimizing grant programs while creating sustainable frameworks that strengthen America's semiconductor talent pipeline. 

To thrive in this role you must combine sophisticated program management expertise with strategic vision, demonstrating both operational excellence and innovative thinking while scaling Natcast's workforce development initiatives. 

Responsibilities: 

• Direct strategic evolution of Natcast's workforce grants and recognition programs portfolio 

• Lead development of scalable frameworks for program evaluation and implementation 

• Guide expansion of grant-making capabilities supporting diverse workforce initiatives 

• Oversee multi-million dollar grant portfolio supporting semiconductor workforce development 

• Develop strategic partnerships advancing workforce development objectives 

• Create sophisticated assessment frameworks for program evaluation and impact measurement 

• Design innovative funding mechanisms supporting emerging workforce needs 

• Lead cross-functional collaboration to integrate industry insights into program design 

• Establish metrics and evaluation systems measuring program effectiveness 

• Guide development of technology platforms supporting grant management 

• Direct team growth and development supporting expanded program operations 

• Foster relationships with key stakeholders across the semiconductor ecosystem 

Required Skills and Experience: 

• Master's degree in relevant field 

• 10+ years experience in workforce development or grant management 

• Proven track record scaling grant programs 

• Excellence in strategic program development 

• Strong team leadership capabilities 

• Experience managing multi-million dollar grant portfolios 

• Demonstrated stakeholder management abilities 

• Track record of program innovation 

• Excellence in process optimization 

• Strong analytical and evaluation skills 

• Experience with federal grant programs 

• Proven operational leadership 

Preferred Skills and Experience: 

• Semiconductor industry experience 

• Federal workforce program background 

• Non-profit leadership experience 

• Technology platform implementation 

• Public-private partnership exposure 

• Change management experience 

• Published research or thought leadership
