About the role

Description

The work of the Campus Investigator is governed by Hamilton College policies that are aligned with federal legislation, including the Clery Act, Section 504 of the Rehabilitation Act of 1973, Drug-Free Schools and Regulations, Titles VI and VII of the Civil Rights Act of 1964, and Title IX of the Education Amendments of 1972. The Campus Investigator must also be attentive to state and federal requirements for compliance reports and submit timely reports of their investigations to the appropriate campus entities. The Campus Investigator will report to the Associate Vice President of Student Affairs and work closely with the Director of Campus Safety and the Director of Community Standards, supporting both areas in developing and implementing departmental policies and procedures.

This is an exempt position with a pay range of $68,000 - $78,000.

Responsibilities

  • Conduct investigation interviews on-site, by phone, and/or Zoom relating to sexual misconduct, bias, hazing, discrimination, retaliation, and other investigations for Hamilton College students and employees.
  • Oversee and coordinate the training and engagement of other on-campus staff investigators.
  • Keep, organize, and maintain comprehensive investigation notes and files; draft and finalize comprehensive investigation reports, which may include interim recommendations, probable cause determinations, and findings provide post-investigation support as needed, including participating in hearing process on-site or remotely, as well as provide requested documentation and participate in depositions that may come as the result of lawsuits.
  • Stay current on relevant statutes and regulations and identify and integrate best practices in conducting anti-discrimination investigations especially related to Section 504, Title VI, Title VII, and Title IX.
  • Support the Associate Dean of Diversity & Inclusion in administering the bias response protocol.
  • Support Campus Safety with regular officer report writing training and weekly review, follow-up, and approval of Campus Safety officer reports.
  • Work with legal counsel as needed pertaining to campus investigations.
  • Lead the campus in gathering and maintaining Clery report data and preparing the annual Clery Report;
  • Work with established campus committees to support compliance efforts.
  • Work closely with the Director of Campus Safety on investigations and designing and delivering Clery related training and education;
  • Lead the campus in maintaining compliance with the Drug-Free Schools and Campuses Regulations [EDGAR Part 86] including annual notification to the campus and leading the preparation of the biennial review of drug and alcohol prevention program;
  • Collaborate with the Director of Campus Safety and Emergency Operations in the ongoing revision of the department’s standard operating procedures and officer training related to department operations

Qualifications

  • Bachelor’s degree in Higher Education, Student Affairs, Criminal Justice or a related field; Masters preferred.
  • A minimum of three years of professional experience as an investigator;
  • Equivalent combination of education and experience will be considered

Knowledge, Skills, and Abilities

  • A thorough understanding of the legal landscape, including current federal and state legislation and guidance pertaining to non-discrimination in the workplace and educational settings;
  • Must have (or be willing to obtain) Clery and Title IX investigation training and trauma-informed interviewing skills training;
  • Possess excellent written and oral communication skills at all levels within the organization;
  • Have the ability to communicate with others promptly and professionally;
  • Collegiality and a high level of interpersonal skill to handle sensitive and confidential situations are critical;
  • Possess a strong sense of personal ethics and integrity;
  • Experience with Maxient or other record-keeping databases;
  • Knowledge of academic procedures and liberal arts culture preferred.
