Job Duties
DMV is seeking to hire a Procurement Officer II.
This advanced level professional purchasing position procures a variety of complex goods and services in an efficient and cost-effective manner to support the operation of the DMV Headquarters and all business units and work centers throughout the organization in accordance with procurement laws, regulations, policies and procedures in support of the Agency mission and objectives. Prepare, negotiate and administer competitive and non-competitive contracts and special projects as assigned. Communicates with internal and external clients and vendors on a variety of issues on a regular basis. Answers client inquiries and resolves issues or complaints.
The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. In addition, DMV serves a wide array of businesses, including dealers, fuels tax customers, rental companies, driving schools, other state agencies, local governments, and non-profit organizations. Minimum Qualifications
*Demonstrated ability and considerable knowledge of advanced level procurement principles, practices and methods of procurement for a wide variety of goods and services.
*Thorough working knowledge of public procurement policies and procedures.
*Working knowledge of current business practices, fiscal procedures and office procedures.
*Demonstrated knowledge of public procurement laws and regulations contained in the Agency Procurement and Surplus Property Manual (APSPM), the VITA Buy IT Manual and the Virginia Public Procurement Act (VPPA).
* Demonstrated ability to resolve client and vendor disputes.
* Extensive knowledge of and ability to interpret a diverse array of contractual terms, conditions and contract language.
*Substantial knowledge of the components of a contract with ability to develop comprehensive contract documents and demonstrated ability to conduct effective competitive and non-competitive negotiation.
* Possess and demonstrate excellent business writing skills and oral communication skills. Experience preparing and conducting oral presentations and communications.
*Demonstrated ability to resolve client and vendor disputes.
*Demonstrated ability to work both independently and alongside technical staff and senior management.
*Demonstrated ability to work in a multi-task environment.
*Demonstrated ability to act as a team leader and perform in a project management role in a complex environment.
*Ability to deal effectively with teammates within the procurement department, with vendors, agency representatives, technical staff, management, executives, the general public, the Division of Purchases and Supply and other governmental entities.
*Demonstrated ability to think creatively, prioritize tasks, take initiative, be detail-oriented, maintain a professional attitude and function effectively with little direct supervision.
*Ability to manage and assess data to develop reports, compile information, analyze findings and provide recommendations.
* Excellent oral and written communications skills required which demonstrates the ability to communicate and coordinate actions and activities between staff, management, and externally with other state agencies.
*Knowledge and experience in word processing, presentation and spreadsheet programs, including MS Office (Word, Excel, PowerPoint).
*Experience and knowledge of automated procurement systems, e-procurement (eVA Preferred) and Oracle preferred. Working knowledge of business English, mathematics, and office equipment.
