Minimum Qualifications:
- Bachelor’s degree or four (4) years of relevant experience.
- Experience accessing and interpreting data pertaining to criminal investigations or of election law violations and election irregularities.
- Experience working in or with the following programs: DHSMV, FDLE, DOC, CCIS, FCOR, DAVID, Clerk of Court, and Florida Statues.
- Two years (2) of experience creating and maintaining electronic databases for tracking documents.
- Ability to work weekends, holidays, and extended hours as needed, with short notice.
Preferences:
- Experience researching criminal case histories and locating and interpreting court documents.
- Experience utilizing criminal justice and research databases, programs, and websites such as: Voter Focus, DOC, CCIS, FCOR, DAVID, Clerk of Courts, and Florida Statutes.
- Experience pertaining to election law investigations or irregularities.

Duties and Responsibilities:
Serve as the administrative supervisor of the Voting and Voter Registration Section. Perform all Department of State or statutorily required supervisory duties including: track attendance, approve accurate timesheets, perform annual performance evaluations, and all other required tasks. Review complaints and oversee preliminary investigations into alleged occurrences of criminal allegations of voting or voter registration as tasked by a supervisor, attorney, or the Director of OECS. Review, assess, and revise case files built by other OECS employees. Case files include: background and relevant information, applicable statutes and internal guidance or advisory opinions regarding the alleged violation, documentation analysis, and conclusions or recommendations based on supporting evidence.
Make additional criminal allegations or denote other irregularities of the case as necessary and remove allegations where the case file does not include a prima facie showing of a crime. Work with case managers to finalize and submit objective and accurate documentation for legal and operational review for final approval and referral to law enforcement agencies. Recommend closing out investigative files where the file is legally insufficient, or there is no prima facie showing of a crime OECS has jurisdiction to investigate.
Confer with law enforcement or agency partners or specialists to obtain information or clarify facts relevant to each case.
Successfully complete training in intelligence analysis, signature match verification, and any other training deemed appropriate and applicable to performing the duties of this position.
Knowledge/Skills/Abilities:
Utilization of equipment required for the position.
Basic proficiency in Microsoft Office Suite.
Excellent organizational, writing, and multi-tasking skills and the ability to effectively communicate with other Department staff, management, and officials at all levels.
Skilled in data collection and analysis.
Ability to organize and coordinate collaborative work assignments to execute operational plans through pre-established processes.
Ability to manage analytic projects, including development, review, revision, and delivery of collaborative work products.
Ability to organize data and investigative findings into logical format for presentation in reports, documents, and other written materials.
Ability to maintain effective working relationships with others.
Possesses leadership qualities obtained through managerial experience.
