Major Responsibilities

- Under general direction, with wide latitude for independent initiative and judgment, work closely under the Director and Deputy Director of Contracts Unit to perform all required procurement tasks and ensure compliance with city and agency procurement policies.
- Draft and review bid specifications, review and analyze bids, perform vendor responsibility checks, process contract registrations, and monitor vendor compliance with the city’s Minority and Women Business Enterprise (M/WBE) program and prevailing wage requirements.
- Perform contract administration post registration which includes issuing and monitoring work orders, reviewing vendor invoices for accuracy, performance evaluations and ensuring vendor is in compliance with contract requirements.
- Update, monitor and ensure databases including PassPort, FMS, CBRET and DART contain accurate and current information. Review these databases weekly and identify any issues and address those in a timely basis.
- Generate and review contract expenditure reports and ensure that funds are appropriately encumbered and flag any shortfalls or overages.
- Train agency Project Managers and vendors in the contract process, requirements and PassPort system.
- Work with agency staff and oversight agencies on all aspects of contract compliance.

Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
