SUMMARY

This position is responsible for supervising all daily operations for the Pavement Marking Operation Section for CDOT Engineering and Operations Division. The work of this group includes pavement marking installation and maintenance.

Accountable for establishing and measuring performance and production standards for the section. Prioritize, schedule, and inspect all work for Capital Improvement and Developer Funded projects, as well as the routine maintenance of City and State Maintained streets and intersections. Provide advanced leadership and effectively communicate the department goals to staff. Work requires strong leadership, great management skills, a sense of purpose to achieve team performance, and high levels of independent judgment. Position is also responsible to maintain safe work zones/traffic controls on all projects to ensure worker, pedestrian, bicyclist, and motorist safety.

Position is required to provide effective communication and to provide direction and advanced leadership in training, mentoring, and developing staff; work collaboratively with other Field Operation Sections and other teams; provide continuous improvement of business best practices/processes; evaluate new technology or equipment; and use independent judgement and initiative in daily work.

Duties & Responsibilities:

1. Provide direct supervision and leadership to the Pavement Marking section to meet division guidelines.  Create the most effective and efficient work and team environment.

2. Plan, prioritize, direct, schedule, and assign the work of subordinate personnel in effort to meet organization goals and guidelines.

3. Conduct daily field investigations to ensure all related tasks are completed accurately and efficiently. 

4. Ensure installation and maintenance work meets quality control, federal, state, city, and department specifications and standards.

5. Administer City, Department and Division policies, including work rules and procedures.  Assist in the development of policies, procedures, practices, and work rules for assigned personnel.  Assist in establishing performance standards and measures.

6. Continuously evaluate employee job performance including observation and inspection of work completed, including proper maintenance and use of equipment by personnel, to ensure established performance standards and safety practices are met.

7. Coach & counsel staff; administer progressive discipline; document performance, recommend and provide ongoing training and development to staff.

8. Work with Operations Supervisor, Administrative Staff, and vendors as necessary to research, recommend, justify, purchase, and maintain specialized equipment and materials. Assist in preparation of budget requests as pertaining to supplies, materials, and equipment. Make recommendations regarding purchases when necessary.

9. Work with Operations Supervisor and Administrative Manager as needed regarding personnel decisions; including but not limited to recruitment, promotions, transfers, and disciplinary actions as related to Pavement Marking section positions.

10. Review and maintain records and reports on daily operations; review daily crew time sheets and work logs; prepare and review periodic reports such as production and cost analysis. 

11. Participate in benchmarking and competition efforts within the section to ensure most efficient and effective processes are implemented, sustained, and periodically re-evaluated.

12. Work with other Department Staff to define, discuss and outline responsibility areas for projects.
