About the role

IEM is looking for a Full-Time Project Manager.  They will be expected to manage the overall operation and direction of project(s), develop strategies for achieving project goals and objectives, develop and maintain a project work plan, including budget and schedule. The Project Manager serves as the primary Point of Contact (POC) between client stakeholders and the project team, provide written and oral reports to contract management and client representatives. 

Primary Location:  

  • Live anywhere in the United States including Puerto Rico
  • Work remotely from home or personal office location that meets remote work standards. 

Travel Requirements: 

  • Travel likely around 25% or more, including potential temporary deployments to disaster-affected areas across the U.S. and its territories. 

Essential Functions: 

  • Lead multiple projects; develop project strategies; processes and standard operating procedures; provide guidance for one or all components of the Federal Emergency Management Agency (FEMA) Public Assistance program, including 406 Mitigation. Manage project teams, assess employee knowledge skills and abilities and time recordation. 
  • The Project Manager position will require limited supervision and will be managing teams, projects, and interacting directly with Senior staff, clients, and teaming partners. This position will require experience with FEMA’s PA programs and 406 Mitigation. 
  • Lead project planning sessions and coordinating staff and internal resources 
  • Managing project progress and ensuring projects meet deadlines and stays within budget 
  • Managing relationships with clients and stakeholders 
  • Conducting Public Assistance eligibility and policy implementation  
  • Leading Public Assistance program operations 
  • Overseeing 406 Hazard Mitigation proposal identification and development  
  • Designing and signing off on project strategies and overseeing incoming and outgoing project documentation/deliverables and invoices 
  • Optimizing and improving processes and the overall approach where necessary 
  • Identify and advise Senior staff and the client on any potential program and project compliance risks and issues, and develop mitigating strategies 
  • Schedule, attend, and participate in all meetings with assigned clients as requested. 
  • Provide strategy support to help our clients achieve national objectives and meet eligibility requirements.Presenting and communicating programs to internal and external audiences 

Minimum Qualifications: 

  • Degree: Bachelor’s Degree from an accredited College or University, or an equivalent combination of training and experience for a degree. 
  • Experience: Ten (10) years’ relevant experience with at least five (5) years in PA Programs, including: 
    • Management of subordinate staff 
    • Meeting project deadlines with viable deliverables 
    • Budget management 
    • Consistent weekly written and oral reports 
  • This position may require experience with other federal and state programs that may be utilized as in-kind and Global Match, such as Public Assistance (PA), Housing Urban Development (HUD) Community Development Block Grants (CDBG) programs (ex: CDBG-MIT, CDBG-DR) and possibly US Army Corps of Engineers for FEMA HMA Grants such as the Building Resilient Infrastructure and Communities (BRIC), Flood Mitigation Assistance (FMA) and/or the Hazard Mitigation Grant Program (HMGP). 

Preferred Qualifications:
