The Chief Financial Officer (CFO) is responsible for all financial matters of the organization. As a key member of the Senior Executive Team, the CFO partners with the CEO, CCO, and CAO to implement policies and strategies across the organization. The CFO must be able to adapt to a continually evolving environment and thrive in an autonomous, fast-paced, deadline-oriented workplace. The CFO exercises independent judgment and action within the context of the areas of responsibility and Axis Health System (AXIS) goals, recognizing that they, at all times, represent AXIS and its mission.
Qualifications:
Requires a graduate degree in Finance, Accounting, or related field or CPA.
Minimum of 10 years’ progressive financial and strategy experience with at least three (3) years’ experience as CFO or equivalent, preferably in a community health organization.
Experience with Managed Care, Medicaid and Commercial Insurance.
Proficient in Microsoft Office, products, particularly Word, Excel and Teams with significant experience with budgeting software, general ledger systems and Electronic Health Records.
Duties and Responsibilities
Planning and Policy
Facilitate and prepare the annual budget
Develop financial business plans, forecasts, and financial modeling to guide strategy.
Engage in and develop strategies for the approval of short and long-term financial plans, investment strategies and business plans.
Manage relationships with financial partners, including financial institutions, investment managers, auditors, attorneys, vendors, public officials, etc.
Remain up to date with State, Federal and local laws and regulations which impact the organization.
Accounting and Financial Management
Oversee the Accounting Department to ensure proper maintenance of all accounting systems and functions.
Ensure maintenance of appropriate internal controls and financial procedures and ensure compliance with all federal, state, and local laws and regulations.
Ensure timeliness, accuracy, and consistency of financial and management reporting for Federal, State and County funders, and the Board of Directors
Responsible for the preparation, analysis and communication of monthly, quarterly, and annual financial statements.
Lead and coordinate audits and ensure proper filing of tax returns
Manage cash flow planning and ensure availability of funds as needed and aligned with organizational goals and objectives.
Oversee cash, investments and assets to optimize financial stability and resources.
Manage financing strategies and contract activities to optimize financial performance, as well as banking relationships.
Develop predictive models and activity-based financial analyses and healthcare financial management.
Ensure accuracy and strategy related to PPS and APM rate-setting processes, cost allocation methodologies, encounter data accuracy, allowable cost determination, and annual reconciliation.
Ensure accurate development and maintenance of Cost Allocation Plans (CAPs) tailored to governing state and federal structures, including appropriate allocation of direct and indirect costs.
Monitor rate-setting evaluate the financial impact of rate changes and develop forecasting models and ensure organizational readiness for audits or reconciliations.
Collaborate with clinical and program leadership to ensure proper documentation of encounters, staffing models, service lines, and cost centers.
Manage relationships with state Medicaid agencies, HRSA/SAMSHA oversight staff, and federal grantors related to cost reporting, PPS calculations, and funding reconciliation.
Stay current on evolving federal and state guidance related funding models, including rate reforms, value-based care contracting and other regulatory requirements.
Salary: The salary range for this position is 193,000-204,589 based on experience.
