Role Description
The Head of Non-Financial Regulatory Reporting (NFRR) will be part of FNZ’s U.S. self-clearing broker-dealer, providing fully disclosed clearing and custody services to introducing broker-dealers and RIAs in wealth management. The Head of NFRR will be critical when building out the non-financial regulatory reporting technology, processes, support team, and subsequently launching operations.
Specific Role Responsibilities
The Head of NFRR role is a governance and oversight role, spanning data, records governance, and non-financial regulatory reporting. Role will focus on Non-Financial Regulatory Reporting Governance of the platform’s US Clearing Division, performing data quality controls on recurring non-financial regulatory reporting while collaborating with various key stakeholders across Operations, Technology, Compliance and Risk teams, both internally and within our correspondent client broker-dealer firms.
Responsibilities include:
- Responsible for ensuring adherence to various Enterprise policies, including Record Retention and Enterprise Data Management Standards.
- Managing intra-day tracking of key activities associated with trade reporting, including, but not limited to SEC/FINRA /Large Option Position Reporting/Short Interest? CAT/CAIS, TRACE, RegSHO and MSRB, as applicable.
- Providing oversight for clearing back-office functions such as client reporting, stock record control, fail control, balancing, etc.
- Creating and implementing new processes, capabilities, policies, and procedures to meet regulatory reporting requirements for a de novo U.S. self-clearing broker-dealer.
- Responsible for the identifying, tracking, and remediating data issues and control enhancements that impact non-financial reporting framework.
- Responsible for ensuring the overall integrity of trade and position reporting submitted to the regulators for the U.S self-clearing Broker Dealer, as well as for correspondent client broker-dealer firms (“client”).
- Collaborating on requirements for query tools, standard and ad hoc reports, etc.
- Working with vendor data and IT to build “dashboards” for key performance (KRI/KPI) monthly metrics for.
- Validating controls implemented are working as expected.
- Assisting in developing and maintaining documentation and supporting materials (metadata, data dictionaries, business requirements, playbooks, process flows, UAT scripts/test plans, etc.) driving transparency into the end-to-end reporting lifecycle.
- Interfacing with internal and external audit groups.
- Actively participating with U.S. industry trade associations (e.g., SIFMA, STA, BDA) to remain informed on new and amended rules impacting the areas of responsibility.
- Interacting with regulatory examiners and correspondent client firms; responding to inquiries and examinations, as needed.
- Serving as a subject matter expert (“SME”) on compliance issues pertaining to broker-dealer operations and regulatory reporting by maintaining proficient knowledge of applicable regulations and interpretations.
- Planning, assigning, monitoring, reviewing, evaluating and leading the work of others.
Liaising and taking point for the regulatory reporting deliverables and queries ensuring that service delivery standards are continuously in alignment with the terms of the service level agreement between FNZ and the correspondent client broker-dealer firms (“client”).
Experience Required
- Experience and understanding of regulatory, trade and position reporting requirements of a broker/dealer including but not limited to CAT, CAIS, Rule 15c3-3, Rule 15c3-1, Large Option Position Reporting, Short Interest Reporting, Rule 605 and Rule 606.
- Experience with Equities and Options trading and/or processing would be ideal.
- Strong knowledge of broker/dealer Customer and Account Information systems and/or highly complex order routing flows and their impact to downstream systems preferred.
- Ability to provide clear oral and written communication to a variety of business and technical audiences.
- Ability to translate complex regulations into easily digested road maps and implementation plans
- Detail-oriented, process excellence mind set and change agent.
- Process re-engineering and migration experience.
- Strong critical thinking, problem solving, analytical mindset required. This includes analyzing details available in disciplinary actions and industry fines to identify critical data points and areas for review and possible improvement in our existing processes.
