Job Description

ANALYGENCE is supporting the USAID Management Bureau Office of Acquisition and Assistance (M/OAA) with services for foreign operations. The primary tasks for the A&A Senior Advisor supporting the M/OAA/P Division will be to assist on-going efforts towards Agency goals for localization and streamlining, by reducing regulatory barriers and overly burdensome requirements. The Advisor will help draft new or revised regulations, policy and guidance, as well as develop trackers and administrative coordination and consultation with stakeholders. Candidates should have a background in federal procurement and/or assistance, ideally in rulemaking and/or agency policy, and have strong writing skills.

  • The Senior Advisor provides senior technical guidance & analytical support to USAID Missions, including Mission Directors and Deputy Mission Directors, on development solutions reflecting strategic priorities.
  • The Senior Advisor coordinates closely with Mission Offices and Acquisition & Assistance teams (e.g., Contracting Officers and A&A Specialists).
  • The Senior Advisor serves as an A&A technical expert offering educational, analytical, and advocacy resources for thorny, complex, or unique procurement related challenges.
  • The Senior Advisor works directly with Mission senior leaders and technical and A&A workforce staff on procurement policy, evaluation, innovation, and strategic risk-taking advocacy with Mission and Washington stakeholders.
  • Demonstrate an expert understanding of federal and USAID procurement and award making and management regulations and policies including but not limited to the Code of Federal Regulations (FAR), Agency for International Development Acquisition Regulations (AIDAR), and USAID Automated Directive Series (ADS).
  • Exercise independent judgment and decision-making related to acquisition and assistance policies and guidelines.
  • Independently research, review, analyze, and/or interpret current and new acquisition and assistance statutes, regulations, policies, or procedures to ensure consistent adherence to USG and USAID requirements and to strengthen internal office procurement and award making and management policies, procedures, and systems including capturing best practices and innovations.
  • Advise staff in the drafting of effective statements of work, program descriptions, evaluation criteria, applications instructions, and other supporting documents for notices of funding opportunities and request for proposals.
  • Draft for the Assistance Officer/ Contracting Officer suggested response to acquisition and assistance inquiries through research, analysis, and presentation of necessary documentation.
  • Prepare and/or provide substantive assistance in the creation and execution of short- and/or long-term solutions to complying with and addressing acquisition and assistance requirements and challenges.
  • Conduct assessments of USAID programs for consistent adherence to acquisition and assistance policies and guidance and recommend appropriate corrective or mitigation measures.
  • Provide written and oral responses to requests for information on USAID activities, to include briefing papers, memorandum talking points, agency taskers, formal presentations, and informal briefings.
  • Mentor local staff and junior CO/AOs with regards to A&A best practices and supporting workforce planning, workload analysis and management for A&A offices in missions.

Qualifications

  • Candidates must be available for domestic assignments as well as overseas deployments within two to four weeks’ notice.
  • Must successfully complete government background investigation for facility access. (Current Secret clearance preferred)
  • Holds an undergraduate degree from an accredited school (advanced degree preferred).
  • More than 10 years of broad and extensive A&A experience having worked at multiple USAID Missions.
