Managing Director, Research and Policy

The Edison Electric Institute (EEI) is the association that represents all U.S. investor-owned electric companies. Our members provide electricity for more than 250 million Americans and operate in all 50 states and the District of Columbia. As a whole, the electric power industry supports more than 7 million jobs in communities across the United States.

EEI employees are required to work in office Monday-Thursday, and have the option to work remotely on Fridays.

Position Summary

The Managing Director, Research and Policy leads the development, execution, and communication of EEI’s policy analysis and research agenda. This role is responsible for identifying emerging regulatory, legislative, market, and news-driven developments affecting the energy sector, and producing high-quality written work products that inform EEI’s advocacy, member engagement, and external positioning. The Managing Director leads a team of professionals including policy analysts and economists, and serves as a key internal thought partner and external subject-matter expert on complex energy policy issues.

Key Responsibilities

Policy Strategy & Issue Identification

• Develop and maintain a forward-looking policy research agenda for EEI that is aligned with organizational priorities and member needs, and is informed by federal and state policy, regulatory, and market developments.
• Advise senior leadership on emerging risks, opportunities, and strategic positioning.

Reports, Research & Analysis

• Lead the production of rigorous, defensible policy analyses, white papers, issue briefs, reports and memos on topics such as energy markets, infrastructure investment, environmental regulation, reliability, and technology innovation, often in consultation and coordination with consultants, other third parties, and EEI members.
• Oversee or conduct quantitative and qualitative research, including economic analysis, benchmarking, and policy comparisons.
• Oversee the production of EEI’s periodic data-driven reporting and other work products, presentations, and advocacy and educational materials addressing emerging trends and technologies, industry developments, and member activities.
• Lead rapid-response efforts to emerging policy developments, news events, and public debates, producing timely analyses, statements, and briefing materials.
• Leverage industry, market, and operational data to support real-time analysis and strengthen EEI’s external voice.
• Coordinate internally to ensure consistent, accurate, and strategically aligned responses under tight deadlines.

Internal Support & Stakeholder Engagement

• Review and provide feedback on external-facing content including comment letters, testimony, regulatory filings, policy statements, and communications, ensuring consistency and accuracy of policy positions across all written outputs.
• Collaborate with member companies, internal teams, and external partners to gather input and validate policy positions.
• Serve as a liaison with government agencies, think tanks, and other industry stakeholders on research initiatives and policy development.
• Represent EEI in meetings, panels, media engagements, and working groups as needed.

Project Management & Leadership

• Manage multiple concurrent research, policy, and rapid-response projects, ensuring timely delivery and high-quality outputs.
• Oversee external consultants, research vendors, and academic partnerships where applicable.
• Manage direct and indirect reports in a manner that contributes to a collaborative, high-performance policy team environment.

REQUIRED & PREFERRED QUALIFICATIONS:

• Bachelor’s degree is required; advanced degree in law, public policy, economics, energy systems, or a related field is strongly preferred.
• 15+ years of relevant experience in energy policy, regulatory analysis, government, industry, or a related field.
