Job Description:
The Collaborative Care Executive Director (ED) is responsible for clinical, administrative, and fiscal oversight of the Collaborative Care Division, that directly supports BILH Medical Group patients within primary and specialty care. The ED leads program development and enhancements, strategic initiatives, financial performance, mitigation development and implementation, clinical quality that impact clinical, quality, financial and business operations. The ED functions as a delegate for the CoCM integration related issues, as needed.
Responsibilities:
Leads and manages strategic operations and implementation of behavioral health integration within primary and specialty care settings throughout BILH to advance the annual objective and long-term system strategic goal(s)/commitment(s).
Leads cross-functional BILH system team focused on the planning, implementation and management of behavioral health integration into primary and specialty care system-wide.
Builds and maintain strong business relationships to enhance operational capabilities and efficiencies with BILH Leadership, Shared Service Leadership (to include Finance, Billing, Legal, Compliance, IT, HR, and Communications) and BILH Medical Group to include primary care and specialty care leadership
Translates leadership goals into annual business objectives and institute's annual operational planning across behavioral health integration into primary and specialty care with subsequent monthly reviews of progress.
Lead the development of long-term transformational business goals and metrics, manage the analysis of population health data, and lead data driven performance management.
Oversee program directors and direct reports responsible for daily site operations and behavioral health clinician supervision.
Ensures compliance with all internal quality and external licensing, certification and accreditation standards and regulations, as well as program specific policies and procedures.
Ensures compliance with federal, state, and company policies and regulations and standards for professional conduct and services. Provides oversight of regulatory, accreditation, and quality improvement activities.
Assesses, establishes, and implements appropriate systems, procedures, and productivity standards for behavioral health integration into primary and specialty care services to ensure quality of services, including use of Evidence Based Practices and to produce measurable outcomes indicating excellent results of services compared to benchmarks.
Develops program budgets. Analyzes expense and revenue reports; justifies variances; tracks and resolves issues in conjunction with Medical Director, Vice President of Finance, Program Directors and finance staff, including making program adjustments when necessary.
Maintains awareness of current corporate financial and operational goals and applies them to strategies developed and implemented. In conjunction with the Medical Director, provides leadership for events within the system, division, ensuring appropriate plans and action are implemented and reported.
Envisions, designs, and develops new initiatives, including responding to opportunities to expand care for new services by all payers, including State, ACO and Health Plans. Assesses funder and community needs and proposes solutions. Develops new business plans, contracts/grant proposals to expand funding base.
Develops strategic vision for evolving behavioral health integration into primary and specialty care platforms, and enabling information technology to streamline business operations and population health management.
Define the need for change to support growth of behavioral health integration into primary and specialty care business and the creation of a more effective operating model – all while considering the impact on employees, shared services and the larger system
Partner with BILH Legal and Compliance to ensure that an organization follows relevant laws, regulations, and business rules.
Assesses operating performance and builds strategies to optimize employees, department capabilities, and financial performance, in partnership with Medical Director and VP of Finance
Monitors on-going service delivery against client expectations and provider satisfaction.
