The Director of DoD Programs will play a critical role in leading and managing key programs within the Department of Defense portfolio. This individual will be responsible for the strategic oversight, execution, and expansion of existing DoD programs while identifying new opportunities within the federal IT landscape. They will collaborate with cross-functional teams, government stakeholders, and partners to ensure the successful delivery of solutions that support DoD healthcare systems and align with Cognitive’s strategic goals.
Key Responsibilities
- Lead and manage the execution of multiple DoD healthcare and IT programs to ensure successful delivery within scope, budget, and timeline.
- Develop and implement strategic plans for program growth and sustainability, aligned with the overall company objectives and the DoD’s evolving needs.
- Build and maintain strong relationships with DoD stakeholders, including government customers, contractors, and industry partners to ensure alignment of program goals and objectives.
- Identify and pursue new business opportunities within the DoD space by leveraging existing relationships and fostering new ones.
- Manage and mentor program managers and cross-functional teams to ensure high performance and professional development.
- Ensure that all programs adhere to government regulations, standards, and compliance requirements, and proactively identify and mitigate program risks.
- Manage program budgets, forecasts, and financial performance to ensure profitability and sustainability of the portfolio.
- Provide regular updates to executive leadership on the status of ongoing programs, highlighting successes, risks, and areas for improvement.
- Work closely with other departments (e.g., Engineering, Operations, Contracts, Finance) to align resources and deliver comprehensive program solutions.
Required Qualifications
- Bachelor’s degree in Business, Healthcare Administration, IT, or a related field; advanced degree preferred.
- 10+ years of relevant experience, including 5+ years in a leadership role managing DoD or federal healthcare programs.
- Demonstrated success in leading large-scale, complex government contracts, with a strong understanding of DoD acquisition processes.
- Extensive knowledge of DoD healthcare systems and healthcare IT requirements, including experience with systems such as MHS GENESIS, AHLTA, or similar.
- Proven track record of business development success within the DoD or federal health sectors.
- Strong leadership, communication, and interpersonal skills, with the ability to influence and engage at all levels of an organization.
- Experience managing cross-functional teams and working in a matrixed organization.
- Ability to obtain and maintain a security clearance as required.
Preferred Qualifications
- PMP or other relevant certifications.
- Previous experience working directly within the DoD or military health systems.
- Knowledge of healthcare delivery, clinical workflows, and emerging technologies in healthcare.
- Knowledge of modern IT systems, software development, systems integration and cloud computing.
