Duties & Role:

Duties and Roles:

  • Administer everyday workflow of all implementation processes and provide technical support as required
  • Lead/deliver projects or individual Work Packages, according to schedule, budget and quality requirements; from start-up to closure
  • Interact with internal and external stakeholders, including Contractors and NATO organizations
  • Follow-up project execution: documentation review, testing, delivery etc…
  • Act as team member or large projects
  • Be ready to act independently either as Test, Migration, or Requirements Manager
  • Support the project manager and other project team members as required
  • Adhere to NCI Agency guidance and directives, and more generally NATO Standards

Professional Contacts:

The incumbent is responsible for:

  • Establishing and maintaining close contacts with the sponsors of the project(s) assigned to him/her and NATO Communications and Information Agency customers;
  • Coordination and cooperation with work in other Service Lines and Groups within the NATO Communications and Information Agency;
  • Establishing and maintaining internal and external contacts with other engineers and military staff concerned with related or similar efforts in Organizations such as Allied Command Operations (ACO), NATO, national Ministry of Defence (MOD), NATO Agencies, and private scientific or industrial organizations

Language:

A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable.

NOTE: Most of the work of the NCI Agency is conducted in the English language.

Schedule and practical arrangements:

  • The contractor will be required to work normally on site. Under certain conditions (e.g. due to staff rotation during the COVID-19 crisis) the contractor will be allowed to work from home a few days per month.
  • The contract may be extended if required.
  • Working hours are 8 hours a day, 4 days a week, Mon-Thu from 8.30 AM to 12.30 PM and from 13.30 PM to 17.30 PM and 1 day, Fri - 08.30 AM to 12.30 PM and from 13.30 PM to 15.30 PM
  • Due to the nature of this work, working hours may vary and therefore, flexibility is required. The working hours are related to the contracted time being.

Activity Report:

  • The System Engineer/ contractor will report to the Service Delivery Manager on a daily basis. The report shall include the progress of given tasks and duties.

Requirements

Skill, Knowledge & Experience:

  • The candidate must have a currently active NATO SECRET security clearance
  • Proven experience in the implementation of IT projects, including coordination, planning and scheduling of the deployment of end-user devices to remote locations
  • Sound knowledge of Integrated Logistic Support processes (i.e. supply, transportation)
  • Extensive experience with project planning tools (i.e. MS Project)
  • Sound knowledge of IT Services Lifecycle
  • Knowledge and experience in state-of-the-art technologies, relevant to the work
  • Fluent in English; proven ability to communicate effectively orally and in writing with good briefing skills
  • Experience of working in an (international) environment, comprising both military and civilian staff
  • Desirable: ITIL, Prince2, PMP, Scrum certification

General education and Experience:

  • A Bachelor Degree in IT related disciplines; or, in alternative, a Vocational training and 5+ years of previous experience as Implementation Manager
  • Sound practical knowledge and experience of IT software and hardware provisioning methodologies, processes and tools
