Lead the human resources function shaping how the Oregon Youth Authority supports the 1,200+ staff who protect Oregon's youth and communities. OYA is hiring a Deputy HR Administrator to direct day-to-day personnel administration, guide a team of Senior HR Analysts, and serve as a key partner in labor relations and collective bargaining for an agency operating nine facilities and community programs statewide. This role requires strong HR leadership and labor relations experience to showcase your ability to navigate complex personnel issues, lead a team, and work effectively within a collective bargaining environment. If you bring proven supervisory experience, sound judgment on complex people issues, and a commitment to equitable, people-first HR practice, we want to hear from you.
What You'll Do
- Direct the day-to-day operational functions of personnel administration and human resource management for OYA, including decisions that affect youth correctional facility operations.
- Supervise and support a team of Senior HR Analysts, ensuring the delivery of high-quality, professional HR services agency-wide.
- Negotiate collective bargaining agreements and administer and interpret labor contracts, serving as a key point of contact for union representatives.
- Provide guidance and consultation to managers, employees, and union representatives on state and federal laws, rules, policies, and collective bargaining agreements.
- Guide progressive disciplinary actions, grievance management, and resolution processes.
- Oversee investigative methods and procedures, and review and approve investigative reports from HR staff.
- Develop and implement short- and long-range HR policy planning, goals, and objectives, including statewide programmatic and public policy changes affecting Oregon's juvenile justice system.
- Champion organizational culture change, ensuring HR services align with OYA's strategic goals and its commitment to diversity, equity, inclusion, and positive human development.
- Make recommendations to agency leadership on program and policy modifications with impact across OYA and other state agencies.
