The RTS position in the Property Tax Division work under the Sales Ratio and Equalization section. RTS staff in Sales Ratio and Equalization review county abstracts of assessments and calculate tentative and final equalization factors, and they calculate and complete sales ratio studies. These calculations are a critical part of the property tax cycle, as the factors and outcomes calculated by staff impact every property tax bill issued in the State of Illinois. Staff will work closely with county officials via phone and email to troubleshoot issues and obtain information necessary to complete the calculations.

Essential Functions

  • Under general supervision, reviews, analyzes, corrects, and edits routine and involved Real Estate Transfer Declarations (RETDs) from each county for use in the analysis of assessment practices used in the Illinois Department of Revenue (IDOR) calculation of equalization factors and reviews, analyzes, and makes decisions on property tax and sales tax exemption applications.
  • Compiles and reviews property tax data and conducts preliminary analyses of property tax abstracts/forms and property tax and sales tax exemption applications.
  • Processes and maintains accurate and up-to-date records and files of exemption application, correspondence, RETDs, sales ratio studies, tentative/final equalization documents, property tax statistical data, and related materials.
  • Participates in meetings and training sessions regarding the process of collecting and editing RETDs that are used in the annual sales ratio study to determine the level of assessment in a county, calculating of the county/township equalization factors, compiling data from property tax assessment abstracts submitted by county clerks/treasurers, determining property tax and sales tax exemptions, and conducting audits of county records.
